Since the last decade, the country has embraced a private sector led growth model, which is now gathering pace. The policy conversations have shifted from post-conflict reconstruction to greater involvement in global value chains, domestic market development and recently, the role of information and communications technologies (ICTs) in government and business. E-commerce is very much a nascent area and, as this assessment notes, each institution has its own interpretation of what e-commerce means and entails for the country. For some, it is a payment system, while for others it is a website. Cognizance of the overall ecosystem is only now starting to develop among the public and private sectors, as well as support actors such as academia, banks and telecommunication firms. The Government can help increase the momentum by integrating e-commerce in the national development agenda and facilitating steady policy and technical support.

Within each area, critical readiness gaps are identified and relevant recommendations are proposed to overcome barriers and bottlenecks to the growth of digital trade. There are signs that Malawi has started to consider some of the benefits that e-commerce can bring to its population and some important initiatives have been undertaken in this direction. However, the overall ecosystem needs to be structured and organized to avoid the proliferation of informal and unskilled operators, with obvious losses for government and consumers.

Book excerpt: The seventh in a series of annual reports investigating the regulations that enhance business activity and those that constrain it, 'Doing Business' presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies--from Afghanistan to Zimbabwe--and over time. Regulations affecting 10 stages of a business's life are measured: starting a business, dealing with construction permits, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business. Data in 'Doing Business 2010' are current as of June 1, 2009. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why.

Available in PDF, EPUB and Kindle. Book excerpt: The COVID-19 pandemic has, with alarming speed, dealt a heavy blow to an already-weak global economy, which is expected to slide into its deepest recession since the second world war, despite unprecedented policy support. The global recession would be deeper if countries take longer to bring the pandemic under control, if financial stress triggers defaults, or if there are protracted effects on households and firms. Economic disruptions are likely to be more severe and protracted in emerging market and developing economies with larger domestic outbreaks and weaker medical care systems; greater exposure to international spillovers through trade, tourism, and commodity and financial markets; weaker macroeconomic frameworks; and more pervasive informality and poverty. Beyond the current steep economic contraction, the pandemic is likely to leave lasting scars on the global economy by undermining consumer and investor confidence, human capital, and global value chains. Being mostly a reflection of the recent plunge in global energy demand, low oil prices are unlikely to provide much of a boost to global growth in the near term. While policymakers' immediate priorities are to address the health crisis and moderate the short-term economic losses, the likely long-term consequences of the pandemic highlight the need to forcefully undertake comprehensive reform programs to improve the fundamental drivers of economic growth, once the crisis abates. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). The January edition includes in-depth analyses of topical policy challenges faced by these economies, while the June edition contains shorter analytical pieces.

Book excerpt: Signed by 52 African countries, the African Continental Free Trade Area (AfCFTA) is, by the number of participating countries, the largest trade agreement since the formation of the WTO. This report recognizes that it is not enough for the AfCFTA to be merely negotiated, concluded and ratified. It must also change lives, reduce poverty and contribute to economic development. For this, the AfCFTA must be effectively operationalized, but also supported with complementary measures that leverage it as a vehicle for economic development. Among the most important of the next steps is the phase II negotiations scheduled to commence on intellectual property rights, investment and competition policy in late 2019.

Book excerpt: The book focuses on key emerging areas concerning flexible systems management as an approach for transforming organizations. It is divided into three parts, discussing Enterprise Flexibility and Performance Management; Transformational Strategies and Organizational Competitiveness; and Supply Chain Flexibility. Part I addresses the integration aspects of learning, innovation, and entrepreneurship for organizational success, performance gains through cross-border acquisitions, flexibility measurement, and organizational competitiveness, impact of disinvestment, employability gaps and sustainable growth. Part II then examines risk governance structure, supporting culture, channel collaboration, waste management, IT-based process re-engineering, HR flexibility and adoption of big data as transformational strategies. Lastly, the third part investigates the development of a framework for a green flexible manufacturing system, measuring the effect of supply chain design on firm performance, exploring and ranking logistics service providers’ best practices, and exploring the relationship between optimism and career planning in the context of manufacturing sector, and analyzes customers’ emotional engagement and their inclinations towards the brand. The concept of flexibility is a common thread running through the three parts. The book is supported by both quantitative- and qualitative-based research as well as case applications relating to different areas of government and profit and not for profit organizations. Written by leading academics and practitioners, it is a useful resource for management students, scholars, consultants and practicing managers in both government and corporate sectors.

Book excerpt: "This white paper focusses on the policy interventions made to help people manage risk, uncertainty and the losses from events whose impacts are channeled primarily through the labor market. The objectives of the white paper are: to scrutinize the relevance and effects of prevailing risk-sharing policies in low- and middle-income countries; take account of how global drivers of disruption shape and diversify how people work; in light of this diversity, propose alternative risk-sharing policies, or ways to augment and improve current policies to be more relevant and responsive to peoples' needs; and map a reasonable transition path from the current to an alternative policy approach that substantially extends protection to a greater portion of working people and their families. This white paper is a contribution to the broader, global discussion of the changing nature of work and how policy can shape its implications for the wellbeing of people. We use the term risk-sharing policies broadly in reference to the set of institutions, regulations and interventions that societies put in place to help households manage shocks to their livelihoods. These policies include formal rules and structures that regulate market interactions (worker protections and other labor market institutions) that help people pool risks (social assistance and social insurance), to save and insure affordably and effectively (mandatory and incentivized individual savings and other financial instruments) and to recover from losses in the wake of livelihood shocks ('active' reemployment measures). Effective risk-sharing policies are foundational to building equity, resilience and opportunity, the strategic objectives of the World Bank's Social Protection and Jobs Global Practice. Given failures of factor markets and the market for risk in particular the rationale for policy intervention to augment the options that people have to manage shocks to their livelihoods is well-understood and accepted. By helping to prevent vulnerable people from falling into poverty --and people in the poorest households from falling deeper into poverty-- effective risk-sharing interventions dramatically reduce poverty. Households and communities with access to effective risk-sharing instruments can better maintain and continue to invest in these vital assets, first and foremost, their human capital, and in doing so can reduce the likelihood that poverty and vulnerability will be transmitted from one generation to the next. Risk-sharing policies foster enterprise and development by ensuring that people can take appropriate risks required to grasp opportunities and secure their stake in a growing economy."--

Book excerpt: Ever since the signing of the World Heritage Convention 40 years ago and ratified by 33 African countries, to date, only 43 cultural heritage sites have been successfully proclaimed as World Heritage Sites in Africa. These include archaeological and historical sites, religious monuments and cultural landscapes. This book is a re-evaluation of the nomination and management of cultural World Heritage sites in Africa from the late 1970s when the Island of Gorée of Senegal and the Rock-Hewn Churches of Ethiopia were first inscribed on the WHL until today. It considers whether a credible and well balanced WHL has been attained, especially in regards to the nomination of more sites in Africa. The book also examines the roles and contribution of various heritage organizations and African governments to the nomination and management of cultural World Heritage sites in Africa. Lastly, the volume also scrutinizes economic development, which may result from the nomination and successful management of cultural World Heritage sites in Africa.
