It argues that the two thinkers had a much better explanatory grasp of national phenomena than is usually supposed, and that the reasoning behind their policy towards specific national movements was often subtle and sensitive to the ethical issues at stake. Instead of offering an insular 'Marxian' account of nationalism, the book identifies arguments in Marx and Engels' writings that can help us to think more clearly about national identity and conflict today. These arguments are located in a distinctive theory of politics, which enabled the authors to analyse the relations between nationalism and other social movements and to discriminate between democratic, outward-looking national programmes and authoritarian, ethnocentric nationalism. Erica Benner suggest that this approach improves on accounts which stress the `independent' force of nationality over other concerns, and on those that fail to analyse the complex motives of nationalist actors. She concludes by criticising these 'methodological nationalist' assumptions and 'post-nationalist' views about the future role of nationalism, showing how some of Marx and Engels' arguments can yield a better understanding of the national movements that have emerged in the wake of 'really existing socialism'. This new edition includes a new introduction.

Book excerpt: The fall of communism in the Soviet Union led many to hope and expect that liberal democracy would immediately take root across postcommunist states, marking what Francis Fukuyama famously referred to as the “end of history.” Since then, however, a very different picture has emerged, most notably in the form of nationalist sentiments that have steered many postcommunist countries in an illiberal direction, even in regimes committed to market reforms and formally democratic institutions. Cheng Chen examines this phenomenon in comparative perspective, showing that the different pathways of nation-building under Leninism affected the character of Leninist regimes and, later, the differential prospects for liberal democracy in the postcommunist era. In China and Russia, Chen shows, liberalism and nationalism were more difficult to reconcile because Leninism was indigenous and had a more significant impact on nation-building. In Hungary and Romania, by contrast, Leninism was a foreign import and had less of an effect on traditional national identity. As we witness the struggle to establish democracy in places such as Afghanistan and Iraq, a study that examines the salience of historical legacies seems particularly timely.

During the time of the Boulanger crisis and the Dreyfus affair, nationalist mobs roamed the streets chanting "France for the French!" while socialist militants marshaled proletarians for world revolution. This is the first study to focus on those militants as they struggled to reconcile Marxism's two national agendas: the cosmopolitan conviction that "workingmen have no country," on the one hand, and the patriotic assumption that the working class alone represents national authenticity, on the other. Indeed, given the configurations of international politics in their time, plus their conception of capitalism as a universalising system, they believed that some of the forces working for change in less advanced regions could even affect the prospects of a proletarian revolution in Western Europe itself. This book, first published in 1980, traces the development of Marx and Engels’ attitudes towards, and relations with, the principal national movements of their time. It deals with their responses to such movements in areas as diverse as Ireland and India, Poland and China, and Russia and the United States, as well as in many other regions. Many of Max and Engels’ most significant statements on the national question were made in their journalism, occasional addresses and private correspondence – sources not always readily accessible to, or even known by, some of their more immediate successors. Subsequent publication of this previously-dispersed material has enabled a more coherent picture of their ideas on the subject to be drawn. Marx and Engels believed that national aspirations and the cause of socialism did not always go hand in hand and each national struggle had to be examined on its merits and judged according to whether its success would retard or enhance the prospects of a socialist revolution. Book excerpt: Common wisdom has long held that the ascent of the modern nation coincided with the flowering of Enlightenment democracy and the decline of religion, ringing in an age of tolerant, inclusive, liberal states. Not so, demonstrates Anthony W. Marx in this landmark work of revisionist political history and analysis. In a startling departure from a historical consensus that has dominated views of nationalism for the past quarter century, Marx argues that European nationalism emerged two centuries earlier, in the early modern era, as a form of mass political engagement based on religious conflict, intolerance, and exclusion. Challenging the self-congratulatory geneaology of civic Western nationalism, Marx shows how state-builders attempted to create a sense of national solidarity to support their burgeoning authority. Key to this process was the transfer of power from local to central rulers; the most suitable vehicle for effecting this transfer was religion and fanatical passions. Religious intolerance--specifically the exclusion of religious minorities from the nascent state--provided the glue that bonded the remaining populations together. Out of this often violent religious intolerance grew popular nationalist sentiment. Only after a core and exclusive nationality was formed in England and France, and less successfully in Spain, did these countries move into the "enlightened" 19th century, all the while continuing to export intolerance and exclusion to overseas colonies. Providing an explicitly political theory of early nation-building, rather than an account emphasizing economic imperatives or literary imaginings, Marx reveals that liberal, secular Western political traditions were founded on the basis of illiberal, intolerant origins. His provocative account also suggests that present-day exclusive and violent nation-building, or efforts to form solidarity through cultural or religious antagonisms, are not fundamentally different from the West's own earlier experiences.
