Available in PDF, EPUB and Kindle. Book excerpt: Utilities have long been essential for societies, supplying basic services for nations, organizations and households alike. The proper functioning and regulation of utilities is therefore critical for the economy, society and security. History provides an invaluable insight into important issues of the economic and social regulation of utilities and offers guidance for future debates. However, the history of utility regulation – which speaks of changing, diverse and complex experiences around the world – was sidelined or marginalised when economists and policy-makers enthusiastically embraced the question of how to reform the utilities from the 1970s. This book examines in depth the complex regulation and deregulation of energy, communications, transportation and water utilities across Western Europe, the United States, Australia, Brazil, China and India. In each case, attention is drawn to the changing roles of the state, the market and firms in the regulation, organization and delivery of utility services. This book was originally published as a special issue of Business History.

Book excerpt: Cultures of Citizenship in Post-war Canada, 1940-1955 argues that we need a new view of this period, one that recognizes its considerable cultural and ideological diversity. The authors explore the quest for cultural reconstruction; the emergence of new definitions of elitism, mass culture, and the relationship between the state and the individual; the changing imperatives underlying organized labour's response to the demands of economic reconstruction; federal-provincial tensions over the shape of welfare policy; the recasting of youth identities by adult authorities and among middle-class university youth; and changing structures of authority within the family under the impact of new psychological expertise. viewed as an era of political and social consensus made possible by widely diffused prosperity, creeping Americanization and fears of radical subversion, and a dominant culture challenged periodically by the claims of marginal groups. By exploring what were actually the mainstream ideologies and cultural practices of the period, the authors argue that the postwar consensus was itself a precarious cultural ideal that was characterized by internal tensions and, while containing elements of conservatism, reflected considerable diversity in the way in which citizenship identities were defined.

But the remembrance of the fall of the Berlin Wall coincided with another event of global importance that caught much less attention: the 250th anniversary of Napoleon Bonaparte’s birth. There is an undeniable historical and philosophical dimension to this coincidence. Napoleon’s appearance on the scene of world history seems to embody European universalism (soon thereafter in the form of a ‘modern’ imperial project); whilst scholars such as Francis Fukuyama saw in the events of 1989 its historical fulfilment. Today, we see more clearly that the fall of the Berlin Wall stands for an epistemic earthquake, which generated a world that can no longer be grasped through universal concepts. Here, we deal with the idea of Europe and of its relation to the world itself. Picking up on this contingency of world history with an ironic wink, the volume analyses in retrospect the epoch of European universalism. It focusses on its dialectics, polemically addressing and remembering both 1769 and 1989.

Available in PDF, EPUB and Kindle. Book excerpt: Resentment and the Right: French Intellectual Identity Reimagined, 1898-2000 examines a century-long struggle between cultural spokesmen on the extreme right and left to dominate and define the concept of “the intellectual.” This struggle began with the introduction of the “intellectual” during the Dreyfus Affair of 1898 and continues even today among the intellectuals of the Nouvelle Droite. This struggle to monopolize the public perception of intellectual identity, and the status of moral and political guide the title conferred, consumed the intellectual leaders of the extreme right and left and saturated their engagement in political affairs. Because the left was the first to claim the title of intellectual in 1898, they defined the concept according to their own values and experiences. Hereafter, when intellectuals of the extreme right felt called to engage in public affairs, they portrayed their struggle for recognition as one of an oppressed and ostracized minority against a hegemonic left. Their resentment of this perceived repression became integral to their linguistic tropes, professional trajectories, cultural practices, and their self-conceptualization as intellectuals. The book is organized around the argument that at each perceived national crisis throughout the century, when intellectuals felt called to engage, the right-wing struggle to define true intellectual identity for the public followed a similar cycle: self-identification as intellectuals, perception of exclusion by the intellectual left, resentment of this ostracism and development of linguistic tropes of left-wing hegemony and right-wing repression, differentiation, revaluation, and reappropriation of cultural values, self-imposed segregation of social networks and professional trajectories, internalization and revaluation of their perceived role as intellectual pariahs, and eventual isolation, alienation, and radicalization from the mainstream intellectual and political world. All together this has resulted in a very different experience of intellectual life and a distinctive understanding of what it means to be an intellectual over the century.
