Cuestión distinta, pero vinculada a lo antedicho, es cómo su ordenamiento constitucional y jurídico de desarrollo se regula y se consagra el derecho a la educación de los ciudadanos, y la creación de centros docentes. Esto es solo una parte de la amplia problemática que un modelo educativo implica. Aprobar normas no es suficiente para poder cambiar el modelo educativo y la escuela existente en un momento histórico determinado. Para lograr un cambio profundo es fundamental el papel de los maestros y su cualificación profesional. ¿Cómo va a haber formación en la ciudadanía, si no hay previamente una sólida capacitación en la «formación de formadores»? Ahora bien, la escuela es un instrumento clave para la socialización, la educación, la movilidad y la cohesión social; no cabe duda que esto lo fue esencialmente en la España de la Restauración, que se caracterizó por su estructura y cultura predominantemente rural. La preferencia de la alfabetización a través de la escuela fue una prioridad del sistema educativo de la época.
