Book excerpt: Le principe de subsidiarité a été forgé à la fois par la science politiqueet par l'expérience politique. Il est, pour la première fois, formulé au Synode protestant d'Emden (1571). Mais c'est le pape Pie XI qui lui donne son expression définitive dans son encyclique Quadragesimo anno (1931) et qui en fit ainsi un élément constitutif de la doctrine sociale de l'Eglise catholique avec les principes de solidarité et de bien commun. Il se traduit par l'idée que, dans une société ou une communauté hiérarchique, il est interdit à l'instance supérieure de se substituer à l'instance inférieure dans la mesure où celle-ci réunit les compétences nécessaires à la prise de décision. En revanche, elle a le devoir, en cas de carence ou défaillance de l'échelon inférieur, d'intevenir à titre subsidiaire ou supplétif. Comme chaque situation est inédite, l'application du principe suppose un discernement au cas par cas pour décider du niveau opimal auquel la décision doit être prise. Dès lors, la question s'est posée, dès avant le Concie Vatican II, de savoir si l'Eglise qui recommande l'application du principe à la société profane devait se l'appliquer à elle-même. Cependant, si l'Eglise est une société au sens profane du terme, elle est aussi et surtout une institution sui generis qui interdit qu'on puisse la considérer seulement comme une organisation de nature juridique et hiérarchique, à laquelle on serait en droit d'appliquer le principe de subsidiarité. Elle est aussi une institution de droit divin qui reconnaît au pontife romain et aux évêques la plenitudo potestatis. De plus, l'ecclésiologie conciliaire privilégie une approche "Eglise-communion" à une approche "sociétaire". Enfin, Lumen gentium (23) précise qu'entre l'Eglise universelle et les Eglises particulières, il n'existe pas un rapport hiérarchique, mais un rapport d'immanence réciproque. Ce qui rend définitivement problématique l'application du principe de subsidiarité à l'institution ecclésiale. Il existe cependant une affinité entre le principe de subsidiarité et certaines réformes envisagées ad intra : la décentralisation de la Curie, la promotion des Eglises particulières, la synodalité et l'élargissement des ministères aux laïcs et leur rôle subsidiaire. En conclusion, le principe de subsidiarité relève plus de la science politique que de la théologie. En voulant appliquer le principe à l'Eglise, nous changerions de champs épistémologique. Ainsi conviendrait-il, plus pertinemment en la matière, de parler de "juste autonomie" plutôt que de subsidiarité.

Historically, most liberal democracies have developed on the basis of national cultures – either a single one, or a dominant one, or a federation of several ones. However, political and economic developments have upset traditional patterns and have blurred established boundaries. Ongoing immigration from diverse origins has inserted new ethnic minorities into formerly homogenous populations. Democratic liberties and rights provided opportunities for old and new marginalized minorities to resist assimilation and to assert identities. The resulting pattern of multiculturalism is different from earlier ones. Often cultural boundaries are neither clearly defined nor do they simply dissolve by assimilation into a dominant group – they have become fuzzy and a constant source of real or imagined hostility and anxiety. A proliferation of mixed identities goes together with stronger claims for cultural rights and escalating hostilities between ethnic minorities and national majorities. In many countries multiculturalism is today perceived as a challenge rather than as an enrichment. The book focuses on the question how institution and policies of liberal democracies can cope with these trends.
