Book excerpt: Public-private partnerships (P3s) can provide solutions to the project delivery challenges faced by state departments of transportation (DOTs) and local transportation agencies in delivering surface transportation infrastructure by aligning risks and rewards between public and private sectors, accelerating project delivery, improving operations and asset management, realizing construction and operational cost savings, and attracting private-sector equity investment. P3s are becoming an increasingly important option for financing and implementing critical improvements to U.S. surface transportation infrastructure. As interest in P3s grows, U.S. transportation agencies and stakeholders evaluating the potential benefits of P3s have raised issues relating to the role of private equity in these transactions. Recognizing the complexity and challenges of structuring a highway or bridge P3 compared to a conventional procurement, the objective of NCHRP Synthesis 540: Leveraging Private Capital for Infrastructure Renewal is to bridge the knowledge gap on the role of equity in surface transportation P3 projects and to document current practices relating to private-equity investments in small-scale and large-scale transportation infrastructure projects.

Available in PDF, EPUB and Kindle. Book excerpt: "In The Road to Renewal: Private Investment in U.S. Transportation Infrastructure, R. Richard Geddes surveys the current state of the American transportation system and finds that, like the roads themselves, the existing policy approach is in desperate need of repair. Drawing on the basic economic principles behind supply, demand, competition, and incentives, Geddes argues that a shift toward increased use of public-private partnerships (PPPs)--contractual agreements between public agencies and private parties that allow private participation in the design, construction, operation, and delivery of transportation facilities--could significantly improve the quality of America's transportation infrastructure. By learning to see themselves as customers and investors--rather than mere users--of roads and highways, Americans should expect to receive a reasonable return on their investment: thorough, effective maintenance of America's transportation infrastructure. The Road to Renewal shows how incorporating increased private participation can halt the deterioration of America's transportation system and become the foundation for a safer, more efficient transportation future."--P. Book excerpt: While participatory development has gained significance in urban planning and policy, it has been explored largely from the perspective of its prescriptive implementation. This book breaks new ground in critically examining the intended and unintended effects of the deployment of citizen participation and public consultation in neoliberal urban governance by the Indian state. The book reveals how emerging formats of participation, as mandatory components of infrastructure projects, public–private partnership proposals and national urban governance policy frameworks, have embedded market-oriented reforms, promoted financialisation of cities, refashioned urban citizenship, privileged certain classes in urban governance at the expense of already marginalised ones, and thereby deepened the fragmentation of urban polities. It also shows how such deployments are rooted in the larger political economy of neoliberal reforms and ascendance of global finance, and how resultant exclusions and fractures in the urban society provoke insurgent mobilisations and subversions. Offering a dialogue between scholars, policy-makers and activists, and drawing upon several case studies of urban development projects across sectors and cities, this volume will be useful for planners, policy-makers, academics, development professionals, social workers and activists, as well as those in urban studies, urban policy/planning, political science, sociology and development studies.

Book excerpt: This work, fruit of the research activities of the Centre of Excellence on sustainable finance for infrastructure and smart cities (exsuf), set up in 2021 from the «Committee on Housing and Land Management» of the United Nations Economic Commission for Europe (unece) and from Liuc – Cattaneo University, aims to describe the state of the art in the regulations and principle features and definitions of sustainable finance and smart cities, analyzing the classical schemes of project financing and ppps and highlighting the present scenario in which public and private actors, and, in particular, private capital entities move. By means of a market analysis of ppps in Italy and thanks to requests coming from discussions with practitioners and sector experts, the text concludes by showing how classical ppps models have to evolve to guarantee flexibility and to promote constructive dialogue between public entities and the private sector with the goal of identifying new financial and design metrics and new ways of putting them into practice.

Available in PDF, EPUB and Kindle. Book excerpt: A landmark study of abstraction in architectural history, theory, and practice that challenges our assumptions about the meaning of abstract forms. In this theoretical study of abstraction in architecture—the first of its kind—Pier Vittorio Aureli argues for a reconsideration of abstraction, its meanings, and its sources. Although architects have typically interpreted abstraction in formal terms—the purposeful reduction of the complexities of design to its essentials—Aureli shows that abstraction instead arises from the material conditions of building production. In a lively study informed by Walter Benjamin, Karl Marx, Alfred Sohn-Rethel, and other social theorists, this book presents abstraction in architecture not as an aesthetic tendency but as a movement that arises from modern divisions of labor and consequent social asymmetries. These divisions were anticipated by the architecture of antiquity, which established a distinction between manual and intellectual labor, and placed the former in service to the latter. Further abstractions arose as geometry, used for measuring territories, became the intermediary between land and money and eventually produced the logic of the grid. In our own time, architectural abstraction serves the logic of capitalism and embraces the premise that all things can be exchanged—even experience itself is a commodity. To resist this turn, Aureli seeks a critique of architecture that begins not by scaling philosophical heights, but by standing at the ground level of material practice.

The process by which nations escape poverty and achieve economic and social progress has been the subject of extensive examination for hundreds of years. The notion of development itself has evolved from an original preoccupation with incomes and economic growth to a much broader understanding of development. In his new book, Ian Goldin considers the contributions that education, health, gender, equity and other dimensions of human well-being make to development, and discusses why it is also necessary to take into account the role of institutions and the rule of law as well as sustainability and environmental concerns.

Book excerpt: Slums, informal settlements, and dilapidated inner-city tenements are problems that many cities in Asia and the Pacific struggle with while their economies try to modernize and develop. Their existence puts at risk not only these economies but also poor people occupying vulnerable areas that climate change and natural disasters will only make worse. Slums are being addressed in countries in Asia and the Pacific but not yet at the rate required to create livable cities. ADB's Strategy 2020 aims for "livable cities" and will address the range of problems resulting from rapid urbanization and the limited capacity of basic service delivery associated with present and future urban growth. To accomplish the vision of livable cities, livelihood opportunities and shelter options of incremental land and housing development are important. ADB's developing member countries will look for viable lending opportunities to finance inclusive cities.

Available in PDF, EPUB and Kindle. Book excerpt: Planning Sustainable Cities: An infrastructure-based approach provides an analytical framework for urban sustainability, focusing on the services and performance of infrastructure systems. The book approaches infrastructure as a series of systems that function in synergy and are directly linked with urban planning. This method streamlines and guides the planning process, while still highlighting detail, each infrastructure system is decoded in four "system levels". The levels organize the processes, highlight connections between entities and decode the high-level planning and decision making process affecting infrastructure. For each system level strategic objectives of planning are determined. The objectives correspond to the five focus areas of the Zofnass program: Quality of life, Natural World, Climate and Risk, Resource Allocation, Leadership. Developed through the Zofnass Program at the Harvard Graduate School of Design, this approach integrates the key infrastructure systems of Energy, Landscape, Transportation, Waste, Water, Information and Food and explores their synergies through land use planning, engineering, economics and policy. The size and complexity of infrastructure systems means that multiple stakeholders facing their own challenges and agendas are involved in planning; this book creates a common, collaborative platform between public authorities, planners, and engineers. It is an essential resource for those seeking Envision Sustainability Professionals accreditation.
