L'originalité de la démarche empruntée est double. Elle réside tout d'abord dans la logique ternaire qui a présidé à l'ordonnancement des contributions. Cette logique correspond aux trois moments clés de la gestion des conflits, à savoir la prévention de leur émergence, de leur expansion et de leur récurrence. La seconde originalité de l'ouvrage réside dans sa volonté d'appréhension holistique de l'action des organisations régionales en Europe. L'Europe, acteur stratégique formé et forgé à partir des actes de Politique étrangère de l'UE et la coopération des Etats membres, ne tient surtout pas à manquer ce rendez-vous ; d'autant plus que l'agrégat d'activités que suscite la gestion des crises privilégie le traitement civil aux opérations militaires, instruments au pouvoir duquel l'Europe évalue exceptionnellement sa puissance. La contribution de cet acteur à la résolution de la crise de l'Etat en Afghanistan lui donne l'opportunité de confirmer cette dynamique, sans pour autant sous-entendre qu'il renonce à l'emploi de la force dans les relations internationales. En effet, l'implication de l'Europe à la gestion de la guerre civile d'Afghanistan, à l'exercice solidaire de la légitime défense reconnue aux Etats-Unis après les dramatiques attentats du 11 Septembre 2001 et à la mise en oeuvre de l'Accord de Bonn sur la reconstruction post-taliban est le fruit d'une volonté consciente et cohérente d'affirmer sa personnalité sur la scène internationale. L'établissement de la Mission EUPOL Afghanistan aux fins de promotion des principes de l'Etat de droit, des valeurs de la démocratie et du respect des Droits fondamentaux des hommes et des femmes peut donc être perçu comme un défi pour l'engagement collectif de l'UE et de ses Membres dans les enjeux de sécurité internationale qui se jouent en Asie Centrale au prisme de l'Afghanistan. La nomination d'un Représentant spécial de l'Union européenne pour l'Afghanistan et le Pakistan élargit manifestement cet horizon.

A major breakthrough in comparative analysis, Purify and Destroy demonstrates that it is indeed possible to compare the Holocaust, the Rwandan genocide, and ethnic cleansing in Bosnia-Herzegovina while respecting the specificities of each appalling phenomenon. Jacques Semelin achieves this, in part, by leading his readers through the three examples simultaneously, the unraveling of which sometimes converges but most often diverges. Semelin's method is multidisciplinary, relying not only on contemporary history but also on social psychology and political science. Based on the seminal distinction between massacre and genocide, Purify and Destroy identifies the main steps of a general process of destruction, both rational and irrational, born of what Semelin terms "delusional rationality." He describes a dynamic structural model with, at its core, the matrix of a social imaginaire that, responding to fears, resentments, and utopias, carves and recarves the social body by eliminating "the enemy." Semelin identifies the main stages that can lead to a genocidal process and explains how ordinary people can become perpetrators. He develops an intellectual framework to analyze the entire spectrum of mass violence, including terrorism, in the twentieth century and before. Strongly critical of today's political instrumentalization of the "genocide" notion, Semelin urges genocide research to stand back from legal and normative definitions and come of age as a discipline in its own right in the social sciences.
