Book excerpt: Many historians have concerned themselves with the founding of the German Empire in 1871 and the means used to unite the disparate sections of Germany, many of which had older traditions than did Bismarck's Prussia. Understandably writers have given more attention to the victor than to the vanquished. Except for polemicists who seek to prove the wrong done or to vindicate the action taken, scholars have been interested in writing about trends which were to become significant in the new Reich, about the new governmental structure itself, and about the diplomacy and statesmanship which were used to form the new German nation-state. But the consolidation of many diverging strands of political, economic, and social traditions in the new state left many issues unsolved and in fact seemed to create new ones. Many of these problems, while not overtly affecting the basic outline of German history, have nonetheless influenced it and have become at times serious matters of concern for the Reich Chancellor. One of the problems was the threat of particularist sentiment to the national unity which Bismarck was trying to create. Although there was an awareness among some nineteenth century Ger mans of a specific German nationality, the majority of people did not think in terms of a German unity but regarded themselves as Bavarians, Saxons, or belonging to some other Stamm, or tribal subdivision of the Germans.

Rogue Empires follows a paper trail of questionable contracts to discover the confidence men whose actions touched off the Scramble for Africa. Many of them were would-be kings who sought to establish their own autonomous empires across the African continent—often at odds with traditional European governments which competed for control. From 1882 to 1885, independent European businessmen and firms (many of doubtful legitimacy) produced hundreds of deeds purporting to buy political rights from indigenous African leaders whose understanding of these agreements was usually deemed irrelevant. A system of privately governed empires, some spanning hundreds of thousands of square miles, promptly sprang up in the heart of Africa. Steven Press traces the notion of empire by purchase to an unlikely place: the Southeast Asian island of Borneo, where the English adventurer James Brooke bought his own kingdom in the 1840s. Brooke’s example inspired imitators in Africa, as speculators exploited a loophole in international law in order to assert sovereignty and legal ownership of lands which they then plundered for profit. The success of these experiments in governance attracted notice in European capitals. How did the National Liberals, the dominant force in the Reichstag of the 1870s, become by 1914 a spent and divided power? Professor White explores this question from a new perspective, emphasizing regional circumstances as primary agents of the party's decline. The resulting portrait underscores the paradox of the National Liberals: a party with strength in all areas of the Empire, a rarity before 1914, yet a party whose impact was undermined bydivisions among its regional branches. In The Splintered Party the former Grand Duchy of Hessen serves as a testing ground where the regional foundations of National Liberalism can be exposed. As Professor White points out, the party's reversals on the Imperial plane after 1878--rejection by Bismarck, electoral defeats, internal splits--not only ended its early primacy in German affairs but also shifted political initiative from Berlin and the Reichstag delegation to the National Liberal branches in the states and provinces, which had maintained unity, power, and alliances with local government in spite of the upheaval above them. The consequences of this change become visible through close examination of the political and social structure in Hessen. On the regional level a liberalism based on the claim to majority representation by the notables (Honoratioren) of bourgeois society, a creed no longer plausible in national politics, remained defensible. Through the Heidelberg Declaration of 1884 the National Liberals of the German Southwest attempted to buttress this approach with an economic and social platform and, simultaneously, to make it the impulse of the national party's revival. But they succeeded only in deferring National Liberalism's adjustment to democratic politics and in subordinating their movement to the clash of regional and constituency interests. The result was a chronically splintered party. Against the backdrop of this main theme, White delineates several additional features of the changing political and social scene in Imperial Germany--the local power of the notables, Bismarck's skills as a political manager, the character of agrarian discontent and rural anti-Semitism, the steady advance of socialism. The uniquely German element in National Liberalism's failure is assessed in a concluding comparison with the development of liberal politics in Britain and Italy.
