Berrien reports to Troup on the Senate's proclamation of the Treaty of Washington, D.C. with the Creek Indians (signed January 24, 1826), which nullified the Treaty of Indian Springs (February 12, 1825). Berrien indicates his dissatisfaction with the nullification of the Indian Springs treaty, which had ceded all remaining Creek lands in Georgia, and asserts that it was unnecessary to void the treaty. He complains that the new treaty does not contain sufficient provisions for the McIntosh party (those Creeks associated with William McIntosh, who was executed for having signed the Indian Springs treaty) nor inducements for emigration. This letter is related to tcc685, tcc687, tcc688, and tcc689.

Campbell, a commissioner appointed by the United States to treat with the Creek Nation, writes to Georgia Governor George M. Troup (1823-1827) on January 31, 1825 to report on his recent activities in Washington, D.C. Campbell explains that he was detained in the capital while deliberating over negotiation procedures with the Executive Cabinet. Although Campbell was denied his request to treat with a divided council of the Creeks, he is optimistic about negotiations with the Nation because the United States did agree to grant all of his other applications. Troup is informed that talks between Campbell and the Creeks will resume on February 7, 1825 at Indian Springs in the Creek Nation. (The fraudulent Treaty of Indian Springs was signed on February 12, 1825 by a faction of Creeks aligned with the Creek leader William McIntosh.).

Barbour informs Troup that the Creeks have transmitted a message to the capital through their agent, John Crowell, voicing concern over Troup's orders to begin surveying the ceded territory. Barbour reminds Troup that, in accordance with the treaty, the Creeks legally retain possession of the land until January 1, 1827, and he advises the governor to desist unless Agent Crowell can reconcile the Creeks to the proposed surveying.
