Many economic activities cause environmental degradation, entailing real costs to the economy and to people's welfare. Knowing the extent of these costs is crucial for identifying a country's main environmental priorities and allocating appropriate funds for environmental protection. Over the past decade, the World Bank has initiated a systematic effort to measure the costs of environmental degradation in the Middle East and North Africa, shedding new light on their magnitude and on the need for policy changes. In many cases, these costs were found to be surprisingly large. 'The Cost of Environmental Degradation: Case Studies from the Middle East and North Africa' brings together the best case studies of this program and summarizes their policy impacts at the national and regional levels. The case studies quantify monetarily the annual damage due to environmental degradation and express these estimates as percentages of the countries' gross domestic product. The studies use the most recent environmental valuation methods to estimate the economic costs resulting from air pollution, water degradation, deforestation, and land degradation. Uniquely, the book dedicates a case study to value the costs of environmental degradation resulting from an oil spill and demolition waste in times of conflict. The studies then illuminate the concrete implications on policy, investments, and institutions for the respective nations. This book will be of interest to policy makers, nongovernmental organizations, and academic and research institutions.

Prospects for a sustainable dairy sector in the Mediterranean, preconditions for its development and the future consumers' demand were some of the issues covered by the papers presented at the EAAP - CIHEAM - FAO Mediterranean symposium. It was organised by the Tunisian Office for Livestock and Pastures and the National Agronomic Research Institute and sustained by the Government of Tunisia, FAO, ICAR and CIRVAL. Over 280 participants from 25 countries participated. The symposium identified a variety of technically viable and scientifically sound policy options and defined the main fields requiring further scientific research and the development of new sustainable technologies. The available technologies to address intensive, semi intensive and extensive production systems and the existing institutional framework (research, education, extension systems, organisation of the sector), although requiring continuous adjustments and improvements, have proved to be in a position to meet a variety of demands and challenges. In this respect, the Symposium called for an increase in research for the semi-intensive farming systems in the South and emerging issues resulting from changes in agricultural policies in the North. It emphasised the importance of producers1 associations as representatives of the interests of the sector and partners in the overall dialogue on policy matters and in the identification of research needs. Book excerpt: After invading Tunisia in 1881, the French installed a protectorate in which they shared power with the Tunisian ruling dynasty and, due to the dynasty’s treaties with other European powers, with some of their imperial rivals. This "indirect" form of colonization was intended to prevent the violent clashes marking France’s outright annexation of neighboring Algeria. But as Mary Dewhurst Lewis shows in Divided Rule, France’s method of governance in Tunisia actually created a whole new set of conflicts. In one of the most dynamic crossroads of the Mediterranean world, residents of Tunisia— whether Muslim, Jewish, or Christian—navigated through the competing power structures to further their civil rights and individual interests and often thwarted the aims of the French state in the process. Over time, these everyday challenges to colonial authority led France to institute reforms that slowly undermined Tunisian sovereignty and replaced it with a more heavy-handed form of rule—a move also intended to ward off France's European rivals, who still sought influence in Tunisia. In so doing, the French inadvertently encouraged a powerful backlash with major historical consequences, as Tunisians developed one of the earliest and most successful nationalist movements in the French empire. Based on archival research in four countries, Lewis uncovers important links between international power politics and everyday matters of rights, identity, and resistance to colonial authority, while re-interpreting the whole arc of French rule in Tunisia from the 1880s to the mid-20th century. Scholars, students, and anyone interested in the history of politics and rights in North Africa, or in the nature of imperialism more generally, will gain a deeper understanding of these issues from this sophisticated study of colonial Tunisia.
