Attended by representatives of 22 governments and 150 cities, as well as by hundreds of architects, planners, politicians, and scientists, it marked the culmination of a series of events which helped to form the world of town planning at the start of the twentieth century. Ghent illustrates three key themes for the history of town planning. First, the transactions of the congress include papers from some of the most significant theorists and practitioners of the period, such as Patrick Abercrombie, Augustin Rey, Raymond Unwin, and Joseph Stübben. Secondly, the congress as a whole reflects just how global the business of town planning had become by 1913: papers and exhibits included studies of colonial projects as well as European designs. The delegates themselves provide wonderful evidence of a transnational process at work. Finally, the text brilliantly illuminates the way in which town planning was critically linked to other reformist movements of the era. The whole event, like the International Union of Cities that it spawned, was the product of the peace movement. Even as war draw nearer, the International Union was being spoken of as a future world government. Significantly, one of the organisers of the event – Henri La Fontaine - won the Nobel Peace Prize in 1913. The Premier Congrès international et exposition comparée des villes is a major publication, but it is one that is now almost impossible to obtain. This republication, a century after this seminal event, will be considerable interest not only to those who work on town-planning, but also transnational historians and writers on the peace movement more generally.

Longtemps conçu comme un ensemble de garde-fous destiné à limiter les abus et à protéger les agents, le cadre réglementaire n'apparaissait plus guère que comme un carcan entravant le libre jeu des forces du marché, nuisant à l'efficacité économique et expliquant donc le ralentissement de la croissance. Cet ouvrage, qui rassemble les actes d'un colloque organisé en juin 1993 à l'Université de la Sorbonne Nouvelle par le Centre d'études et de recherches sur la vie économique des pays anglo-saxons (CERVEPAS), ne prétend pas épuiser le sujet. Il enrichit toutefois notre réflexion en proposant une étude comparée des évolutions qui se sont produites en Grande-Bretagne et aux États-Unis, sur lesquelles universitaires français et acteurs ou observateurs privilégiés venus d'outre-Manche ou d'outre-Atlantique portent des regards croisés. Situant la déréglementation dans la perspective de l'histoire des faits et de la pensée économiques, il analyse aussi les mesures mises en œuvre dans des secteurs comme la défense et l'audiovisuel, ou encore dans le domaine bancaire et financier. Se trouve ainsi mise en lumière la très grande variété des mécanismes en jeu. dont ne saurait rendre compte un chapelet d'analyses monocausales. À l'épaisseur des faits se devait en effet de répondre la diversité des angles d'approche. Le bilan dressé ici permettra sans doute à tous ceux qui s'intéressent aux économies anglo-saxonnes de mieux cerner les perspective qui s’ouvrent à elles pour l’avenir.

L’ouvrage propose de mettre en lumière l’acquis européen en matière de droit de la famille, au prisme du droit matériel (citoyenneté européenne, politique sociale de l’Union, fonction publique européenne...), comme du droit international privé. Le droit de la famille de l’Union s’identifie alors comme un «droit spécial» complétant la diversité des droits nationaux de la famille. Sa signification théorique et politique dans l’Union est débattue par les auteurs, autant que son devenir. Loin de demeurer fragmentaire à côté des droits nationaux des États membres, il a probablement vocation à se densifier pour offrir aux citoyens et résidents européens un droit commun de la famille au sein de l’Union. Family law, with its civil law tradition, and strong roots in the national cultures of the Member States, does not normally fall within the scope of European law. However, it is no longer possible to argue that family law is outside European law entirely. There are many aspects of the family which are subject to European influence, to the point that the outlines of a «European family» are starting to emerge. This book is intended to highlight the European experience of family law and its substantive (i.e. European citizenship, EU social policy, EU civil service...) and private international law aspects. Union law therefore contains a form of «special» family law which is shared between the Member States and supplements their national family laws. Its theoretical and political importance in the Union, as well as its future, are discussed by the authors. Far from remaining fragmented alongside the national laws of Member States, it will likely develop to offer European citizens and residents a common family law within the EU.
