Book excerpt: Local Energy Governance: Opportunities and Challenges for Renewable and Decentralised Energy in France and Japan examines the extent of the energy transition taking place at a local level in France and Japan, two countries that share ambitious targets regarding the reduction of GHG emissions, their share of renewable energy and their degree of market liberalization. This book observes local energy policies and initiatives and applies an institutional and legal analysis to help identify barriers but also opportunities in the development of renewable energies in the territories. The book will highlight governance features that incubate energy transition at the local level through interdisciplinary contributions that offer legal, political, sociological and technological perspectives. Overall, the book will draw conclusions that will also be informative for other countries aiming at promoting renewable energies. This book will be of great interest to students and scholars of energy policy and energy governance.

Available in PDF, EPUB and Kindle. Book excerpt: While urban preservation is almost as old as cities themselves, it has become increasingly controversial in modern cities. In this book, Yue Zhang presents a cross-national comparative analysis of the politics of urban preservation. Based on comprehensive archival research and more than two hundred in-depth interviews in Beijing, Chicago, and Paris, Zhang finds that urban preservation provides a tool for diverse political and social actors to frame their propositions and advance their favored courses of action. In cities from West to East, divergent political and economic interests have caused urban preservation to become contested. Exploring three of the world’s great cities, Zhang deftly navigates readers through each case study, illustrating the complexities of the politics of urban preservation in each city. In Beijing, urban preservation was integral to promoting economic growth and enhancing the city’s image during the lead-up to the 2008 Olympics; in Chicago, it is used to increase property values and revitalize neighborhoods; and in Paris, it offers a channel for national and municipal governments to compete for control over urban space. Although urban preservation serves various purposes in these cities, Zhang explains how different types of political fragmentation have affected the implementation of preservation initiatives in predictable ways, thus generating distinct patterns of urban preservation. A comparative urban politics study of unusual breadth, The Fragmented Politics of Urban Preservation gives us insight into the complex policy process of urban preservation through which political institutions are intertwined with interests and inclinations, fundamentally shaping the direction of urban development, the physical forms of cities, and the lives of citizens.

The book is based on extensive research and interviews, over 300 in total, with local decision makers in two pairs of cities in England and France: Lille and Leeds; Rennes and Southampton. No other Anglo-French comparative project has ever gone into such depth - based on actual case studies - making this book an invaluable resource for students and professionals alike. The book poses key questions about the changing role of the state, the difficulties of policy coordination in a fragmented institutional context, and about the relationship between governance, networks as well as political and democratic accountability. It will be of great interest to the professional research community, and practitioners in Britain, France and beyond, as well as to students of comparative politics, European public policy, British / French politics, European studies, public management and local government studies.

Book excerpt: This edition of over 60 000 entries, including significantly more than 20% new or revised material, not only updates its predecessor but also continues the policy of extending coverage to areas dealt with only sparsely in previous editions. Special attention has been paid to the Far East, Australasia and Latin America in general, and to the People's Republic of China in particular. The cross-referencing between a defunct organization and its successor (indicated by ex and now) introduced into the last edition, has been extended. Otherwise the policies adopted in previous editions have been retained. All kinds of organizations are included - international, national, governmental, individual, large or small - but strictly local organizations have been omitted. The subject scope includes activities of all kinds, in the fields of commerce and industry, education, law, politics, public administration, religion, recreation, medicine, science and technology. The country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be deduced readily from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. Equivalences are used to link acronyms in different languages for the same organization. A select bibliography guides the reader to specialist works providing more detailed information.

Book excerpt: It is generally accepted that the physical environment in towns and cities can affect patterns of crime and antisocial behaviour. This report presents the proceedings of an international conference, held in Poland in October 2000, as part of the work programme of the Congress of Local and Regional Authorities of Europe (CLRAE) of the Council of Europe to develop and promote policies for the reduction of urban crime in its 41 member countries. The conference discussions focused on four key themes: housing and crime; open spaces, street planning and design; urban transport planning to reduce crime; and the relationship between the siting and design of sporting facilities and crime.

Book excerpt: Collaborative working and partnering between the public and private sectors has been fairly standard practice in some form or other for over 100 years, but it is only in recent years that it has become more prevalent. In the UK, it is little more than ten years since the most widely known Public Private Partnership (PPP), the Private Finance Initiative (PFI), was launched and yet it has already been described by some as 'the new economic paradigm.' Public Private Partnerships in Construction is an authoritative and objective source of information on PPPs, including lessons to be learnt from the past decade, as well as coverage of their spread beyond the UK to governments in areas as diverse as Cambodia and California. With its detailed presentation of current issues, illustrated with case studies, this book provides a valuable practical resource for a range of students and professionals.

Book excerpt: This book considers the post-68 French city as a prism through which to understand the contemporary world and France's specificity within it. The reader is invited to join in a series of exploratory strolls through texts, buildings, and neighborhoods, and thereby share in a process of discovery. Zeroing in on international architectural debates, a range of key Parisian exhibitions, and major urban design decisions in Paris, Montpellier, and Lille, Yaari unravels an often-acerbic French critique of both modern and postmodern positions on culture, technology, and the city. This critique-stemming from the competing claims of national identity, the ethics of architecture and display, and an anthropologically informed revision of prevailing views on the city-has sparked in France a passionate search for a third path, which the author proposes to term apres-moderne. Breaking new ground in the field of French Studies through cultural analysis of the contemporary city, this study brings new insight to scholars and professionals in architecture and urbanism, and will interest all others for whom France and cities in general hold special appeal. Monique Yaari is a specialist of twentieth-century French literary and cultural studies. For the past decade, her research has focused on the contemporary city. The author of Ironie paradoxale et ironie poetique: sur les traces de Gide dans Paludes (Summa Publications, 1988) as well as numerous articles on contemporary French art and architecture, Professor Yaari teaches in the Culture and Civilization option of the Department of French and Francophone Studies at The Pennsylvania State University.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the world more policy making and the politics that shape it take place in the urban regions where most people live. This book draws on eleven case studies of similar but disparate urban regions in France, Germany and the United States from the 1960s to the 1990s. It documents the growth of this urban governance and develops a pioneering analysis of its causes and consequences. It traces the origins to the expansion and devolution of policy making, to local business mobilization and institutional interests in high-tech and service activities, and the incorporation of local social movements. Nation-states shape the possibilities for this urban governance, but operate increasingly as infrastructures for local initiatives. Where urban governance has succeeded in combining environmental quality and social inclusion with local prosperity, local officials have built on supportive infrastructures from higher levels, the local economy, civil society, and favourable positions in the global economy.
