Dans un tel contexte, comment les ONG parviennent-elles à créer des PSE au niveau local ? De quels outils disposent-elles ? Peut-on parler d'un nouveau mode de gouvernance de l'eau ? Notre hypothèse est que, dans un contexte politique confus et instable, l'approche par les PSE vient mettre en évidence les lacunes de la gouvernance de l'eau et permet d'observer les mécanismes de régulation que les acteurs mettent en place pour surmonter ou contourner les blocages rencontrés.
