L'ambitieux projet de constitution a suscité bien des débats et son rejet par plusieurs pays a paralysé l'Union jusqu'à ce qu'un accord intervienne en juin 2007 sur un traité sauvegardant l'essentiel pour permettre à l'Union de fonctionner. La nouvelle édition de cet ouvrage désormais classique replace ces problèmes dans leur contexte historique et fournit les éléments indispensables à leur compréhension.
