Or, elles participent de manière non négligeable a développement agricole et rural hors soutien au marché. Dans un contexte de décentralisation nationale et de subsidiarité européenne, il est donc incontournable de mieux comprendre leur action, notamment du fait qu'elles peuvent être porteuses de renouveau dans l'intervention publique. A travers l'étude de deux régions françaises et leurs départements, l'objectif est, d'une part, de décrire et d'analyser les interventions budgétaires à l'agriculture, et d'autre part, de comprendre les facteurs qui conditionnent cette intervention. L'étude montre que l'intervention publique territoriale répond globalement à la même logique que l'intervention nationale malgré quelques innovations sociales ou environnementales. Enfin, les collectivités ont la possibilité de profiter de cofinancements européens pour mener leur politique mais cette opportunité reste peu exploitée à ce jour, les contraintes de ce cadre européen sont jugées trop lourdes. Ce travail dresse à ce propos un bilan avant la future programmation européenne de développement rural pour la période 2007-2013.
