Book excerpt: La Conférence des Nations Unies sur l'Environnement Humain (CNUEH) de Stockholm en 1972 marque un tournant dans la considération de l'avenir de la planète. Ce premier Sommet de la Terre introduit pour la première fois un lien entre les gaz à effet de serre et le terme nouveau de « réchauffement climatique » dans les discours politico-climatiques et scientifiques (Nations Unies, 1972). Cette rencontre donne naissance à la première institution environnementale mondiale, le Programme des Nations Unies pour l'Environnement, qui a pour mission de lier environnement et développement (Lucier-Boisvert, 2005). Dès lors, l'humanité tente d'intégrer la notion de développement durable dans ses activités terrestres en multipliant institutions et réglementations, comme le réseau québécois des groupes écologistes (RQGE) par exemple. Pourtant, le bilan planétaire d'aujourd'hui n'est pas celui que les dirigeants internationaux préparaient dans les années 1970. Les derniers rapports de 2014 et 2018 du Groupement International d'Experts sur l'évolution du Climat (GIEC) mettent en évidence que l'homme rencontre des difficultés avérées à positionner l'environnement comme une de ses préoccupations principales. Le réchauffement climatique est une problématique alarmante pour le siècle en cours (Ouranos, 2015). Le changement de rythme de la photosynthèse, la hausse du niveau des océans ou encore la pollution de l'air bouleversent la faune et la flore et par conséquent, toutes les productions agricoles dont l'acériculture. Cette dernière est la culture et des arbres à sucre tel que les érables à sucre au Québec. Cette pratique est répandue depuis plusieurs centenaires dans le nord de l'Amérique, elle permet la fabrication de produits finis tels que le sirop d'érable, ou la tire d'érable, la majeure partie du temps à des fins commerciales. Le Québec, leader invaincu jusqu'alors du marché des produits de l'érable (gouvernement du Canada, 2017) rencontre des difficultés nouvelles, liées à ces changements climatiques. À titre d'exemple, la variation de rendement en volume de la forte saison 2017 face à la faible saison 2018 peut ostensiblement illustrer que les récoltes des eaux à sucre sont fragiles et instables. On constate entre ces deux années un écart de plus de 34 millions de livres de sirop produit. Les irrégularités des conditions météorologiques en sont la cause (Fédération des Producteurs Acéricoles du Québec, 2018). Les résultats de multiples recherches montrent que le réchauffement climatique bouleverse les cultures. Les températures douces à l'automne et la baisse du temps d'enneigement l'hiver mettent par exemple en péril les cultures de plantes fourragères, essentielles pour l'élevage (Debailleul et al. 2013). En 2013, Jacques Brodeur et d'autres chercheurs proposent une étude appuyée par le consortium Ouranos, soulevant la problématique de la résistance des insectes aux saisons, et donc à l'impact nocif qu'ils peuvent avoir sur les cultures. Le réchauffement climatique entraîne des dérèglements écologiques et des bouleversements pour les faunes et les flores. C'est face à ce contexte mondial que se dresse la question de notre recherche. Dès lors, notre problématique s'énonce tel que : « Comment le réchauffement climatique impacte l'économie de l'acériculture au Québec ? ». L'effet du réchauffement climatique doit être mesuré et évalué sur ces cultures acéricoles pour anticiper des solutions face aux potentiels risques encourus. Notre question de recherche s'oriente précisément sur les répercussions économiques de ces risques et de leurs solutions envisagées. Ces dernières années, les statistiques et les recherches montrent que les arbres à sucre exploités sont impactés par les changements climatiques. Nous en étudions la mesure. Dans ce mémoire, nous observons l'étendue des impacts d'un point de vue économique. La question de recherche souligne l'intérêt de déterminer comment l'industrie acéricole vit aujourd'hui avec ces changements climatiques. Il faut considérer les évolutions de rendements déjà visibles, et celles que l'on peut prévoir. De plus, les solutions actuelles et à venir, leur coût financier, et l'impact de ces coûts sur les exploitations et les acériculteurs dans le monde agricole en général sont à étudier.

State fragility or failure are endemic, with no fewer than one-third of the states in the United Nations earning a "high warning"-or worse-in the Fragile States Index, and an equal number suffering a decline in sustainability over the past decade.1 State weakness invites a range of illicit actors, including international terrorists, globally networked insurgents, and transnational criminal organizations (TCOs). The presence and operations of these entities keep states weak and incapable of effective governance, and limit the possibility of fruitful partnerships with the United States and its allies. Illicit organizations and their networks fuel corruption, eroding state legitimacy among the governed, and sowing doubt that the state is a genuine guardian of the public interest. These networks can penetrate the state, leading to state capture, and even criminal sovereignty.2 A growing number of weak and corrupt states is creating gaping holes in the global rule-based system of states that we depend on for our security and prosperity. Indeed, the chapters of this book suggest the emergence of a highly adaptive and parasitic alternative ecosystem, based on criminal commerce and extreme violence, with little regard for what we commonly conceive of as the public interest or the public good. The last 10 years have seen unprecedented growth in interactivity between and among a wide range of illicit networks, as well as the emergence of hybrid organizations that use methods characteristic of both terrorist and criminal groups. In a convergence of interests, terrorist organizations collaborate with cartels, and trafficking organizations collude with insurgents. International terrorist organizations, such as al-Qaeda and Hezbollah, engage energetically in transnational crime to raise funds for their operations. Prominent criminal organizations like Los Zetas in Mexico and D-Company in Pakistan have adopted the symbolic violence of terrorists-the propaganda of the deed-to secure their "turf." And networked insurgents, such as the Islamic State of Iraq and the Levant (ISIL), the Revolutionary Armed Forces of Colombia (FARC), and the Liberation Tigers of Tamil Eelam (LTTE), have adopted the techniques of both crime and terror.
