Book excerpt: First published in 1999, this volume examines new forms of cultural diversity which result from migration and globalization. Historically, most liberal democracies have developed on the basis of national cultures – either a single one, or a dominant one, or a federation of several ones. However, political and economic developments have upset traditional patterns and have blurred established boundaries. Ongoing immigration from diverse origins has inserted new ethnic minorities into formerly homogenous populations. Democratic liberties and rights provided opportunities for old and new marginalized minorities to resist assimilation and to assert identities. The resulting pattern of multiculturalism is different from earlier ones. Often cultural boundaries are neither clearly defined nor do they simply dissolve by assimilation into a dominant group – they have become fuzzy and a constant source of real or imagined hostility and anxiety. A proliferation of mixed identities goes together with stronger claims for cultural rights and escalating hostilities between ethnic minorities and national majorities. In many countries multiculturalism is today perceived as a challenge rather than as an enrichment. The book focuses on the question how institution and policies of liberal democracies can cope with these trends. The book addresses two tasks: 1) To compare different national contexts and types of ethnic groups (immigrant and indigenous, linguistic and religious minorities) and to discuss how policies of multicultural integration have to be adapted in order to cope with such differences. 2) To evaluate the impact of common rends of globalization which link societies and encourage convergence between national models of multicultural integration.

Book excerpt: Winner of the 2009 Book Award in Social Sciences, Association for Asian American Studies This innovative work provides a new model for the analysis of ethnic and racial settlement patterns in the United States and Canada. Ethnoburbs—suburban ethnic clusters of residential areas and business districts in large metropolitan areas—are multiracial, multiethnic, multicultural, multilingual, and often multinational communities in which one ethnic minority group has a significant concentration but does not necessarily constitute a majority. Wei Li documents the processes that have evolved with the spatial transformation of the Chinese American community of Los Angeles and that have converted the San Gabriel Valley into ethnoburbs in the latter half of the twentieth century, and she examines the opportunities and challenges that occurred as a result of these changes. Traditional ethnic and immigrant settlements customarily take the form of either ghettos or enclaves. Thus the majority of scholarly publications and mass media covering the San Gabriel Valley has described it as a Chinatown located in Los Angeles’ suburbs. Li offers a completely different approach to understanding and analyzing this fascinating place. By conducting interviews with residents, a comparative spatial examination of census data and other statistical sources, and fieldwork—coupled with her own holistic view of the area—Li gives readers an effective and fine-tuned socio-spatial analysis of the evolution of a new type of racially defined place. The San Gabriel Valley tells a unique story, but its evolution also speaks to those experiencing a similar type of ethnic and racial conurbation. In sum, Li sheds light on processes that are shaping other present (and future) ethnically and racially diverse communities. The concept of the ethnoburb has redefined the way geographers and other scholars think about ethnic space, place, and process. Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.
