La recherche choisit comme stratégie de recherche l'élaboration d'une théorie particulière (middle-range theory) selon R. K. Merton. Sur la base de l'analyse de seize décisions majeures, engagées dans des entreprises de secteurs industriels différents, en France et en Allemagne, le principal résultat de la présente recherche est un modèle explicatif du processus de décision d'investissement environnemental. Ce dernier se décompose en quatre phases séquentielles : la phase "avant-projet", la phase "réalisation industrielle", la phase "mise au point", et la phase "après-projet". Dans la phase "avant-projet" de ce modèle, nous identifions les cinq conditions préalables suivantes : les pressions environnementales externes perçues, l'idéologie organisationnelle, le rôle des décideurs, leurs valeurs ainsi que leur attitude stratégique concernant la protection de l'environnement. Dans la phase "réalisation industrielle", le modèle met notamment en évidence la partie de l'examen financier initial par les décideurs. Dans la phase "mise au point", l'implication des décideurs et des collaborateurs ainsi que les compétences et connaissances de métier semblent jouer un rôle important. Dans la phase "après-projet", le modèle propose comme effet la création de valeur financière de la décision d'investissement environnemental dans la mesure où les conditions préalables de ce modèle sont respectées. Elle s'effectue soit par "l'externe", c'est à dire en s'appuyant sur la mise en place du cadre réglementaire environnemental, soit par "l'interne", en intégrant l'impératif écologique au sein même de sa réflexion stratégique. Notre recherche vise à mettre en lumière les répercussions stratégiques pour l'entreprise de ces deux modes d'intégration environnementale. L'intégration par "l'externe", articulée sur les mécanismes de la taxation-subvention (issues de l'internationalisation des externalités d'environnement) et sur les procédures de dépassement de la simple conformité réglementaire, est orchestrée par les pouvoirs publics dans un objectif précis : orienter la gestion d'entreprise vers davantage d'intégration environnementale. Nous posons alors le problème de savoir si l'entreprise, de son côté, n'effectue pas une lecture stratégique spécifique du cadre réglementaire d'environnement. L'intégration par "l'interne" s'opère au niveau de la réflexion stratégique de l'entreprise. Elle repose sur l'existence d'un système d'information environnementale, et sur le recours à un processus de réflexion stratégique plus ou moins planifié. L'objectif de ces outils est de permettre le développement du comportement écologique en entreprise. Dès lors, il nous a semblé essentiel de savoir ce qu'il en était réellement, et comment l'entreprise l'envisageait par rapport aux outils disponibles. Pour répondre à ces interrogations, l'analyse empirique s'est fondée sur une enquête auprès de 65 entreprises du secteur des fabricants de peintures et vernis en France, et de trois post-tests auprès des firmes de cet échantillon. Elle nous a conduit à deux conclusions majeures. Premièrement, nous observons que dans le cadre d'une intégration par "l'externe", les entreprises ont une lecture stratégique d'apporoche indirecte du cadre réglementaire d'environnement. Deuxièmement, il apparait que dans le cadre d'une intégration par "l'interne", la réflexion stratégique ne s'effectue pas sur la base de systèmes planifiés, sans pour autant les rejeter. Les entreprises privilégient les comportements réactifs et préactifs, orientations stratégiques qu'elles souhaitent retrouver dans les processus de reflexion.

Book excerpt: It is widely argued that a country's economic performance over time is determined to a great extent by its political, institutional, and legal environment. We refer to these public institutions and policies as the national political infrastructure (NPI) of a country. This report focusses on the linkage between measures of NPI and foreign direct investment (FDI) flows. Specifically, it tests the hypothesis that FDI will be attracted to regions characterized by more favourable NPIs. It also argues that countries with more favourable NPIs will create more domestic multinational enterprises, and they will therefore see more capital outflows, so that the net effect on capital flows may be uncertain. The study employs 2 sets of FDI data, both covering the period 1995-1997. The 1st set measures total FDI inflows and outflows to and from a sample of 144 developed and developing countries. The 2nd set uses United States Bureau of Economic Analysis data to measure the inflows of U.S. FDI to these same countries.

It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration.
