La dernière partie traite de la période 1990-1995 ; les premiers pas de l'Allemagne unifiée dans le domaine stratégique et économique. Les hésitations et les erreurs de celle-ci amènent une série de crises avec ses alliés (guerre du Golfe, Yougoslavie etc.). Par ailleurs, les difficultés des nouveaux Länder et du pays suscitent l'inquiétude. De plus, la puissance économique et financière allemande pose problème : quel type d'intégration serait souhaitable en Europe avec l'Allemagne ? En conclusion, on peut dire qu'un clivage entre Européens et Américains se dessine. Les uns sont hostiles à la réunification et ils critiquent les débuts de l'Allemagne unie. L'étude de cet événement, à la fois exceptionnel et en même temps extrêmement marquant dans la vie quotidienne, voudrait apporter une contribution aux idées reçues sur l'Allemagne réunifiée afin de faciliter la compréhension des problèmes persistants et le repositionnement de la République fédérale depuis le tournant, car elle essaye également de donner un aperçu de la situation en 1989 et de démontrer les raisons du soulèvement de toute une population pour ensuite aborder les aspects qui ont un impact important sur le quotidien du peuple allemand. Pour cela les sujets comme le passé du ministère de la Sécurité, les procès des anciens responsables politiques, les problèmes économiques et sociaux sont évoqués. Dans ce contexte il faut bien souligner que la réunification de l'Etat dissocié constitue le deuxième grand changement politique dans la chronologie du 20 ème siècle. Après la fin du III. Reich et l'organisation mise en place tant politiquement qu'économiquement, cet événement a de nouveau bouleversé en profondeur l'histoire allemande. En effet, avec l'unification, l'Allemagne regagna son autonomie et ainsi un nouveau statut. Le traitement du passé de cet Etat est encore un autre parallèle avec la fin du régime nazi, car il s'agissait en 1989 pour la deuxième fois dans l'histoire contemporaine de l'Allemagne d'un effondrement total d'un régime politique. Ces effondrements ont eu pour conséquence que tout le peuple allemand se trouvait et se trouve toujours dans l'obligation de se confronter au passé de ces régimes totalitaires. En traitant ce point, la thèse permettra de montrer que ce sujet est un des plus difficiles à bewältigen (surmonter) à cause des reproches et des préjugés mutuels, empêchant un rapprochement définitif des deux populations allemandes. Cependant, les sujets abordés dans les différents chapitres ne permettent pas seulement de préciser à quelles difficultés l'Allemagne se trouve confrontée mais aussi quelles solutions elle a essayé d'y apporter.

Welfens The editor is pleased to present a second edition of Economic Aspects of German Unification which includes new chapters and several postscripts. Almost five years after unification output in the ex-GDR is back to its 1989 level. Due to a massive intra-German resource transfer consumption per capita in eastern Germany has not fallen as much as output and employment which reduced by one-fifth within three years. Given high West German transfers which represented about 5% of West German GDP and more than 50% of East German GDP the fall of industrial output could have been much stronger than had politically been feasible. Hence structural change necessary for productivity growth was dramatic in the ex-GDR where the goods producing sector (manufacturing, mining, energy and construction) strongly changed its proportions; within four years construction almost doubled, and the share of investment goods production reduced by 10 percentage points between 1990 and 1994 and is· now down to 21. 1 %. Mining lost two-thirds of its share in the producing sector which itself was reduced relative to GDP. The share of the services industry increased by 5 percentage points between 1991 and 1994, but with a share of 27. 7% in East Germany's GDP it was still about 9 percentage points lower than in western Germany. By contrast, government accounted for 20. 9% of GDP in eastern Germany, but for only 13. 2% in western Germany.
