Book excerpt: Les évolutions des modalités de financement de la recherche encouragent le développement des partenariats entre laboratoires de recherche et entreprises. Les grands instituts de recherche s'interrogent sur l'adaptation de leur organisation à cette évolution institutionnelle, et certains instituts ont fait le choix de développer en interne une nouvelle fonction de développeurs d'affaires en recrutant des ingénieurs avec une compétence commerciale. La création de cette nouvelle fonction implique une nouvelle répartition des activités entre les commerciaux chargés du « développement d'affaires » qui prospectent et identifient de nouveaux partenaires, revendiquent des compétences relationnelles et marketing, et les chercheurs qui s'appuient sur une expertise spécialisée pour qualifier les opportunités, préciser le contenu des projets et les exécuter. Grâce à une enquête approfondie dans un centre public de recherche technologique, cette thèse examine la répartition effective des tâches et les pratiques de collaboration entre ces deux fonctions dans le montage du projet, et en particulier la définition de l'offre technique et le calcul du budget. En s'appuyant sur la sociologie du travail et des organisations, elle met en évidence les enjeux identitaires des commerciaux et des chercheurs ainsi que les relations de contrôle et de dépendance. En s'appuyant sur la théorie de la valuation, elle montre comment, à l'occasion du calcul du budget du projet, les acteurs tentent de stabiliser sa valeur pour l'interne et pour le partenaire. Ainsi, cette thèse contribue à la connaissance des évolutions récentes des institutions de recherche, et en particulier comment les membres des instituts de recherche, commerciaux et chercheurs, composent avec la dynamique de marchandisation de l'activité de recherche et avec la diversification des partenaires industriels.

Il est en premier lieu d'articuler les principales approches par les ressources afin d'en mettre en évidence les limites et de proposer un cadre d'analyse unifié. En second lieu, notre objectif est de mobiliser ce cadre théorique afin d'analyser l'innovation technologique de manière interne, dans un contexte de partenariat de recherche entre entreprises et laboratoires publics, proposant en cela une alternative crédible à l'approche I.O. et palliant ainsi les limites identifiées. Concrètement, cette recherche est articulée autour de deux parties. Afin d'atteindre le premier objectif fixé à ce travail, nous avons réalisé au cours d'une première partie une revue et une synthèse critique de la littérature portant sur les approches fondées sur les ressources ainsi que sur les partenariats de recherche public-privé. Quant au second objectif, un corps d'hypothèse de recherche a été proposé puis testé de manière empirique en mobilisant une méthode de modélisation par équations structurelles, sur un échantillon de 466 entreprises industrielles françaises, entre 2002 et 2004. nous montrons ainsi que, dans un contexte de partenariat de recherche public-privé, l'innovation technologique est la conséquence d'une modification de la combinaison des ressources de la firme.
