A cet égard, l'instabilité des dispositifs de la Politique Etrangère et de Sécurité Commune (PESC) de l'Union européenne constitue un exemple particulièrement significatif. A peine négociés, les instruments et les procédures ont été remis en cause, et les acteurs ont redoublé d'imagination pour ne pas se laisser enfermer dans des précédents. Pour comprendre et expliquer cette labilité des institutions, il est nécessaire de rompre avec la séparation entre l'analyse des " grands marchandages ", comme les traités, et celle de l'activité au quotidien dans un secteur de politique européenne, pour repérer un lien entre la fragilité des institutions et leur émergence simultanée dans une pluralité de jeux différenciés. La PESC a évolué formellement dans le processus de négociation des traités (le jeu de la conférence intergouvernementale) et en même temps, à travers sa négociation dans et entre les jeux " opérationnels " de politique étrangère (le jeu de la diplomatie politique, le jeu bureaucratique des relations économiques extérieures et le jeu des relations entre ces jeux). Cette pluralité des espaces d'investissement de la PESC a été génératrice d'une incertitude structurelle affaiblissant considérablement la capacité des acteurs à maîtriser le processus d'institutionnalisation, tout en leur permettant sans cesse de le réinvestir. Les dispositifs de la PESC ont été également tributaires d'un clivage fondamental opposant la Commission européenne aux administrations nationales, les représentants de ces demi ères étant incités à construire la PESC comme un processus d'intégration européen alternatif au processus communautaire, au détriment de la position de la Commission.
