Book excerpt: The subject of religious liberty in the nineteenth century has been defined by a liberal narrative that has prevailed since Mill and Macaulay to Trevelyan and Commager, to name only a few philosophers and historians who wrote in English. Underlying this narrative is a noble dream--liberty for every person, guaranteed by democratic states that promote social progress though not interfering with those broadly defined areas of life, including religion, that are properly the preserve of free individuals. At the end of the twentieth century, however, it becomes clear that religious liberty requires a more comprehensive, subtle, and complex definition than the liberal tradition affords, one that confronts such questions as gender, ethnicity, and the distinction between individual and corporate liberty. None of the authors in this volume finds the familiar liberal narrative an adequate interpretive context for understanding his particular subject. Some address the liberal tradition directly and propose modified versions; others approach it implicitly. All revise it, and all revise in ways that echo across the chapters. The topics covered are religious liberty in early America (Nathan O. Hatch), science and religious freedom (Frank M. Turner), the conflicting ideas of religious freedom in early Victorian England (J. Established in the wake of World War II to facilitate the reconstruction and expansion of cities, this planning program led to the evolution of large suburban housing estates plagued by inter/intra family conflict, juvenile delinquency, and other social difficulties, which sociologists connected to poor planning and design. Critics began calling for the democratization of planning to remedy design problems, and the government of Charles de Gaulle started reforming planning procedures in the late 1950s and early 1960s. This book moves beyond technical and political issues to explore forces of religion, gender, and class that affected planning practices. Key critics and state officials emerged from the Catholic Left. Some were women from working-class backgrounds, and they manipulated gender stereotypes to insert working- and middle-class women into the design process. Sometimes in opposition, but often together, these reformers initiated the most significant change of architectural and urban planning until the introduction of François Mitterrand's decentralization reforms in the 1980s. Both its supporters and detractors accept the common view that the European human rights system was originally devised as a means of containing communism and fascism after World War II. In The Conservative Human Rights Revolution, Marco Duranti radically reinterprets the origins of the European Convention on Human Rights (ECHR), arguing that conservatives conceived of the treaty not only as a Cold War measure, but also as a vehicle for pursuing a controversial domestic political agenda on either side of the Channel. Just as the Supreme Court of the United States had sought to overturn Franklin Roosevelt's New Deal, a European Court of Human Rights was meant to constrain the ability of democratically elected governments to implement left-wing policies that British and French conservatives believed violated their basic liberties. Conservative human rights rhetoric, Duranti argues, evoked a romantic Christian vision of Europe. Rather than follow the model of the Universal Declaration of Human Rights, conservatives such as Winston Churchill grounded their appeals for new human rights safeguards in the values of a bygone European civilization. All told, these efforts served as a basis for reconciliation between Germans and the "West," the exclusion of communists from the European project, and the denial of equal protection to colonized peoples. Illuminating the history of internationalism and international law, and elucidating Churchill's Europeanism and critical contribution to the genesis of the ECHR, this book revisits the ethical foundations of European integration across the first half of the twentieth century and offers a new perspective on the crisis in which the European Union finds itself today.
