Book excerpt: Depuis la fin de la dernière décennie, plusieurs institutions de l’Union européenne ont demandé que les politiques publiques stimulent l’économie sociale aux niveaux européen, national et régional. Parmi les principales déclarations à cet égard figurent les conclusions sur La promotion de l’économie sociale en tant que vecteur essentiel du développement économique et social en Europe, publiées par le Conseil européen le 7 décembre 2015. Autre déclaration officielle, le «rapport Toia» a été adopté en 2009 par le Parlement européen. Le Comité économique et social européen (CESE) a également adopté plusieurs avis visant à renforcer l’économie sociale durant cette période. Ces développements indiquent que l’économie sociale devient progressivement une composante essentielle du modèle social européen et un pilier du développement socio-économique durable. Dans ce contexte et au vu de la dernière crise, une nouvelle génération de politiques publiques en faveur de l’économie sociale a vu le jour durant ces dix dernières années. Plusieurs gouvernements, aux niveaux européen, national et régional, ont mis en oeuvre des politiques innovantes à travers l’Europe afin de stimuler le développement du secteur socio-économique. Malgré les difficultés évoquées plus haut, il faut reconnaître que l’intégration de différents types d’entreprises sociales dans les politiques publiques est une pratique répandue depuis plusieurs décennies. On l’observe plus particulièrement dans des politiques sectorielles telles que les politiques de développement agricole et rural, les politiques actives en matière d’emploi qui visent à réduire l’exclusion sociale ainsi que les politiques de planification territoriale et les politiques de redynamisation urbaine et de développement local. Toutes ces politiques sont mises en oeuvre en coopération avec des acteurs de l’économie sociale.
