The former French bureaucrat and academician championed classical economics; the latter British economist founded macro-economics criticizing the classical school. Depending upon archival sources, including personal correspondences between the above two figures, the book describes furious debates between them and surrounding them. In fact, the two economists proposed contrasting diagnosis over almost every event in contemporary world economy: the reparations problem, the Great Depression, the gold exchange standard, and the Bretton Wood System. Keynes appraised managed currency to cope with unemployment, criticizing the classical gold standard; Rueff believed the function of market mechanism, blaming the state intervention. The book highlights deep influence of Rueff, rather larger than Keynes, in Europe before and after WWII. The perspective of the book reaches today’s economic issues. The classical view of Rueff was shared in Mont Pelerin Society, a cradle of neo-liberalism. Rueff’s market-friendly view paved way to the neo-liberal reforms which took place after the 1980s. The classical market theory of Rueff, together with dialogues with the labor unions, prepared the social background of the European Union. This book thus reveals the truth of liberal economy, from the 20th to 21st centuries.

This view is mostly retrospective and informed by US and UK experiences. This book tells a different story. Eric Monnet shows that the Banque de France was at the heart of the postwar financial system and economic planning, and that it contributed to economic growth by both stabilizing inflation and fostering direct lending to priority economic activities. Credit was institutionalized as a social and economic objective. Monetary policy and credit controls were conflated. He then broadens his analysis to other European countries and sheds light on the evolution of central banks and credit policy before the Monetary Union. This new understanding has important ramifications for today, since many emerging markets have central bank policies that are similar to Western Europe's in the decades of high growth.

From the 1970s and 1980s onwards, most developed countries have passed various measures to liberalize and modernize the financial markets. This change, often labeled deregulation and associated with the advent of neoliberalism, was sharply contrasting with the previous era of the Bretton Woods system, which has sometimes been portrayed as an era of financial repression. On the other hand, a quick glance at financial regulation today - at the amount of paper it produces, at its complexity, at the number of people involved, and at the resources invested in it - is enough to say that, somehow, there is more regulation today than ever before. In the new system, financial regulation has taken unprecedented importance. As more archival material is becoming available, a better understanding of the fundamental changes in the regulatory environment towards the end of the twentieth century is now possible. What kind of change exactly was deregulation? Did competition between financial regulators lead to a race to the bottom in regulation?
