War, persecution, destitution, and desertification impelled millions to flee their homes in central Asia, the Levant, and North Africa. The responses in the Global North varied country by country, with some opening their borders to historically large numbers of refugees and asylum seekers, while others adopted increasingly strict border policies. The dramatic increase in global migration has triggered controversial political and scholarly debates. The governance of cross-border mobility constitutes one of the key policy conundrums of the 21st century, raising fundamental questions about human rights, state responsibility, and security. The research literatures on borders and migration have rapidly expanded to meet the increased urgency of record numbers of displaced people. Yet, border studies have conventionally paid little attention to flows of people, and migration studies have simultaneously underappreciated the changing nature of borders. Borders and Migration: The Canadian Experience in Comparative Perspective provides new insights into how migration is affected by border governance and vice versa. Based on analysis of parliamentary speeches and interviews with 28 out LGBQ parliamentarians in Canada between 2017 and 2020, Tremblay shows how out LGBQ MLAs and MPs take advantage of their intermediary position between the LGBTQ movement and the state to represent LGBTQ people and communities. Taking public opinion and multilateral agreements as the international equivalent to national election and passing laws on the national scale, and extending nation-state concepts to a global society, it analyzes citizens' preferences and the state's willingness to enter into 120 multilateral treaties. Teaford explores the development of state government in the United States from the end of the nineteenth century to the so-called renaissance of states at the end of the twentieth. Arguing that state governments were not lethargic backwaters that suddenly stirred to life in the 1980s, Teaford shows instead how state governments were continually adapting and expanding throughout the past century. While previous historical scholarship focused on the states, if at all, as retrograde relics of simpler times, Teaford describes how states actively assumed new responsibilities, developed new sources of revenue, and created new institutions. Teaford examines the evolution of the structure, function, and finances of state government during the Progressive Era, the 1920s, the Great Depression, the post–World War II years, and the post–reapportionment era beginning in the late 1960s. State governments, he explains, played an active role not only in the creation, governance, and management of the political units that made up the state but also in dealing with the growth of business, industries, and education. Not all states chose the same solutions to common problems. For Teaford, the diversity of responses points to the growing vitality and maturity of state governments as the twentieth century unfolded.
