Book excerpt: Democracy means rule by the people, but in practice even the most robust democracies delegate most rule making to a political class The gap between the public and its representatives might seem unbridgeable in the modern world, but Legislature by Lot examines an inspiring solution: a legislature chosen through “sortition”—the random selection of lay citizens. It’s a concept that has come to the attention of democratic reformers across the globe. Proposals for such bodies are being debated in Australia, Belgium, Iceland, the United Kingdom, and many other countries. Sortition promises to reduce corruption and create a truly representative legislature in one fell swoop. In Legislature by Lot, John Gastil and Erik Olin Wright make the case for pairing a sortition body with an elected chamber within a bicameral legislature. Gastil is a leading deliberative democracy scholar, and Wright a distinguished sociologist and editor of the Real Utopias series, of which this is a part. In this volume, they bring together critics and advocates of sortition who have studied ancient Athens, deliberative polling, political theory, social movements, and civic innovation. Without obscuring its limitations, the contributors offer a wide variety of ideas for how to implement sortition and examine its potential for reshaping modern politics. Legislature by Lot includes sixteen essays that respond to Gastil and Wright’s detailed proposal. Essays comparing sortition to contemporary reforms see it as a dramatic extension of deliberative “minipublics,” which gather random samples of citizens to weigh public policy dilemmas without being empowered to enact legislation. Another set of essays explores the democratic principles underlying sortition and elections and considers, for example, how a sortition body holds itself accountable to a public that did not elect it. The third set of essays considers alternative paths to democratic reform, which limit the powers of a sortition chamber or more quickly establish a pure sortition body. With contributions by Arash Abizadeh, Tom Arnold, Terrill Bouricius, Deven Burks, Lyn Carson, Dimitri Courant, Donatella della Porta, David M. Farrell, Andrea Felicetti, James S. Fishkin, Brett Hennig, Vincent Jacquet, Raphaël Kies, Tom Malleson, Jane Mansbridge, Christoph Niessen, David Owen, John Pitseys, Min Reuchamps, Yves Sintomer, Graham Smith, Jane Suiter, and Pierre-Étienne Vandamme.

Book excerpt: What makes for a “good” legislature? In Heavy Lifting, Alan Rosenthal traveled to five states, interviewing and shadowing legislators to find out the answer. Through this engaging narrative, the author first establishes the most important aspects of American state legislatures--what they are and how they do their jobs--and then graduates to the book’s central thesis: Rosenthal argues that, on the whole, the American legislature must be evaluated on the basis of its processes, not its products. He breaks down the legislative process into three principal functions: representing, lawmaking, and balancing the executive, and covers each in turn in the remainder of the book.

Available in PDF, EPUB and Kindle. Book excerpt: Over the years, America's national elections have become focused almost exclusively on Democrats and Republicans; other parties exist but rarely rise to prominence. Elections at the state level, on the other hand, offer a livelier history, with successful candidates from political parties of all stripe, including Free Soil, Abolitionist, Anti-Monopoly, Farmers Alliance, War Democrat, Anti-Masonic, Socialist, and many more. This book lists the party affiliation of state legislatures beginning in 1796 through the elections of 2006. Information on each state includes a summary of how its electoral process developed, including the origins and stipulations of each state's constitution, the terms and size of the legislature, and other details pertaining to the history of the state's legislative branch. Each state's chapter closes with a list of sources. In all, the book documents over 100 different party affiliations.

Book excerpt: On Legislatures looks at why people support their individual representatives but continue to criticise the legislative system at every opportunity. Although legislatures exist in every political system and are meant to represent the people, they are generally disparaged because they appear both unrepresentative and indecisive. Gerhard Loewenberg explains this puzzling contradiction by examining what representation means and what it takes for a large number of equally representative members to reach decisions. It also describes the methods for studying legislatures that have been developed in the social sciences in the last half century and shows their importance in democratic societies throughout the world. On Legislatures gets to the heart of the current disconnect between legislatures and the public they are supposed to represent.

Available in PDF, EPUB and Kindle. Book excerpt: This book gathers the most influential authors on role research and legislative studies to examine the different roles that MPs are playing in modern-day legislatures. It provides a comprehensive and critical overview of current research on legislative roles, summarises previous research, presents a large variety of methodological approaches and also explores the latest developing approaches to role theory. The concept of political roles has become increasingly relevant for understanding contemporary political systems. Parliamentary, legislative and representative roles are professional roles that provide a way of connecting the individual legislator to their institution that can also explain a legislator’s attitude and behaviour. Drawing upon case studies with as much as 40 years of data that include Germany, the Netherlands, UK, Austria, Hungary, Australia, New Zealand and the European Parliament, this book examines the link between representative roles, different institutional settings and parliamentary behaviour. It argues that the roles MPs play depend of who they think they should represent; between their voters, their party, the people of their country and also themselves, conflicts of loyalty can occur. This book provides a framework to analyse MPs’ choices by searching both the reasons for their views about representation, and the consequences of those views in parliament. Parliamentary Roles in Modern Legislatures will be of strong interest to students and scholars of government, legislative studies, political parties, comparative politics, political sociology and deliberative democracy.

Book excerpt: This book explores why some members of Congress are more effective than others at navigating the legislative process and what this means for how Congress is organized and what policies it produces. Craig Volden and Alan E. Wiseman develop a new metric of individual legislator effectiveness (the Legislative Effectiveness Score) that will be of interest to scholars, voters, and politicians alike. They use these scores to study party influence in Congress, the successes or failures of women and African Americans in Congress, policy gridlock, and the specific strategies that lawmakers employ to advance their agendas.
