Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the ethical issues that arise as a result of national security intelligence collection and analysis. Powerful new technologies enable the collection, communication and analysis of national security data on an unprecedented scale. Data collection now plays a central role in intelligence practice, yet this development raises a host of ethical and national security problems, such as privacy; autonomy; threats to national security and democracy by foreign states; and accountability for liberal democracies. This volume provides a comprehensive set of in-depth ethical analyses of these problems by combining contributions from both ethics scholars and intelligence practitioners. It provides the reader with a practical understanding of relevant operations, the issues that they raise and analysis of how responses to these issues can be informed by a commitment to liberal democratic values. This combination of perspectives is crucial in providing an informed appreciation of ethical challenges that is also grounded in the realities of the practice of intelligence. This book will be of great interest to all students of intelligence studies, ethics, security studies, foreign policy and international relations. Book excerpt: Amy Zegart examines the weaknesses of US intelligence oversight and why those deficiencies have persisted, despite the unprecedented importance of intelligence in today's environment. She argues that many of the biggest oversight problems lie with Congress—the institution, not the parties or personalities—showing how Congress has collectively and persistently tied its own hands in overseeing intelligence.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the investigation by the 1975 Senate Select Committee (‘Church Committee’) into US intelligence abuses during the Cold War, and considers its lessons for the current ‘war on terror’. This report remains the most thorough public record of America’s intelligence services, and many of the legal boundaries operating on US intelligence agencies today are the direct result of reforms proposed by the Church Committee, including the Foreign Intelligence Surveillance Act. The Church Committee also drew attention to the importance of constitutional government as a Congressional body overseeing the activities of the Executive branch. Placing the legacy of the Church Committee in the context of the contemporary debate over US national security and democratic governance, the book brings together contributions from distinguished policy leaders and scholars of law, intelligence and political science.

Book excerpt: The official report that has shaped the international debate about NSA surveillance "We cannot discount the risk, in light of the lessons of our own history, that at some point in the future, high-level government officials will decide that this massive database of extraordinarily sensitive private information is there for the plucking. Americans must never make the mistake of wholly 'trusting' our public officials."—The NSA Report This is the official report that is helping shape the international debate about the unprecedented surveillance activities of the National Security Agency. Commissioned by President Obama following disclosures by former NSA contractor Edward J. Snowden, and written by a preeminent group of intelligence and legal experts, the report examines the extent of NSA programs and calls for dozens of urgent and practical reforms. The result is a blueprint showing how the government can reaffirm its commitment to privacy and civil liberties—without compromising national security.

This book was released on 2007-10-31 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: President Harry Truman created the job of director of central intelligence (DCI) in 1946 so that he and other senior administration officials could turn to one person for foreign intelligence briefings. The DCI was the head of the Central Intelligence Group until 1947, when he became the director of the newly created Central Intelligence Agency. This book profiles each DCI and explains how they performed in their community role, that of enhancing cooperation among the many parts of the nationÆs intelligence community and reporting foreign intelligence to the president. The book also discusses the evolving expectations that U.S. presidents through George W. Bush placed on their foreign intelligence chiefs. Although head of the CIA, the DCI was never a true national intelligence chief with control over the governmentÆs many arms that collect and analyze foreign intelligence. This limitation conformed to President TrumanÆs wishes because he was wary of creating a powerful and all-knowing intelligence chief in a democratic society. After the terrorist attacks of September 11, 2001, Congress and President Bush decided to alter the position of DCI by creating a new director of national intelligence position with more oversight and coordination of the governmentÆs myriad programs. Thus this book ends with Porter Goss in 2005, the last DCI. Douglas GarthoffÆs book is a unique and important study of the nationÆs top intelligence official over a roughly fifty-year period. His work provides the detailed historical framework that is essential for all future studies of how the U.S. intelligence community has been and will be managed.
