Book excerpt: This document explains the activities, benefits, problems, and issues in using the object-oriented technique of software wrapping to support the migration from legacy information systems to modernized systems. DoD legacy systems have obsolete technologies such as closed systems, stovepipe design, and outmoded programming languages or database systems. Software wrapping is used to create an interface around data, individual modules, subsystems, or whole systems, allowing access to the entities in the original system. Examples of wrapping implementation and guidelines, using the Ada programming language (Ada 83), are given for functions or subprograms originally written in the Cobol, C, Fortran, and Assembler. In addition, software wrapping is analyzed in the broader context of alternative migration strategies for a whole system. The unite-and-conquer strategy appears to be better suited to software wrapping, using a unified object model throughout progressive stages of migration, as compared to the other three strategies (divide-and-conquer, divide-and-wrap, one-short-rebuild).

Although these systems must be updated continuously to reflect evolving business practices, repeated modification has a cumulative effect on system complexity, and the rapid evolution of technology quickly renders existing technologies obsolete. Eventually, the existing information systems become too fragile to modify and too important to discard. However, organizations must consider modernizing these legacy systems to remain viable. The commercial market provides a variety of solutions to this increasingly common problem of legacy system modernization. However, understanding the strengths and weaknesses of each modernization technique is paramount to select the correct solution and the overall success of a modernization effort. This paper provides a survey of modernization techniques including screen scraping, database gateway, XML integration, database replication, CGI integration, object-oriented wrapping, and 'componentization' of legacy systems. This general overview enables engineers performing legacy system modernization to preselect a subset of applicable modernization techniques for further evaluation."

Legacy systems must be replaced with flexible, highly interoperable systems that produce high residual values. With shrinking budgets, depreciation of existing hardware, and rising maintenance of legacy systems, organizations must deploy systems that are capable of evolving with changing business requirements. The Department of Defense enterprise vision for information management (IM) emphasizes integration, interoperability, flexibility, and efficiency through the development of a common, multipurpose, standards-based technical infrastructure. This vision requires a new paradigm for building information systems. The new paradigm relies on open systems, which make it easier, less expensive, and faster to develop and change applications and to employ new technology features. This research examines open systems and provides a strategy for organizations to migrate to them. A case study of the Naval Postgraduate School illustrates the strategy. Provisionally, a prototype application models the desired characteristics of an open system.
