Book excerpt: Tripura in India’s Northeast remains the only region in the world which has sustained a strong left radical political tradition for more than a century, in a context not usually congenial for left politics. Tripura is one of the 29 States in India which has returned the Communist Party of India (Marxist) led Left Front repeatedly to power. By contrast, radical ethnic politics dot the political scenario in the rest of the region. This book examines the roots, nature, governmental performance, and theoretical and policy implications of left radicalism in Tripura. The case of Tripura is placed in comparison with her neighbours in the region, and in some cases with India’s advanced States in governance matters. Based on original archival and the very recent empirical and documentary sources on the subject, the author shows that the Left in Tripura is well-entrenched, and that it has sustained itself compared to other parts of India, despite deeply rooted ethnic tensions between the aboriginal peoples (tribes) and immigrant Bengalis. The book explains how the Left sustains itself in the social and economic contexts of persistent ethnic conflicts, which are, rarely, if ever, punctuated by incipient class conflicts in a predominantly rural society in Tripura. It argues that shorn of the Indian Marxism’s ‘theoretical’ shibboleths, the Left in Tripura, which is part of the Indian Left, has learned to accommodate non-class tribal ethnicity within their own discourse and practices of government. This study demolishes the so-called ‘durable disorder’ hypothesis in the existing knowledge on India’s Northeast. A useful contribution to the study of radical left politics in India in general and state politics in particular, this book will be of interest to researchers of modern Indian history, India’s Northeast, and South Asian Politics.

Yet 27 years after apartheid, those business interests remain largely entrenched. Why? Did the South African business community play a role in engineering this outcome – perhaps recognising the apartheid era was over, and jumping ship in time? Conversely, the mission of the ANC was widely perceived to be to shift wealth and power into the hands of the whole community. Yet despite ‘black empowerment’ measures, corporate ownership remains largely in white hands – and certainly in the hands of an elite few, even though no longer restricted to whites. This picture is replicated across the global south, where corporate ownership tends to be concentrated in the hands of an elite, rather than being more democratically spread. Why have alternative corporate forms not been pursued more vigorously, with ownership in the hands of customers, employees, and local communities? In the case of South Africa, where the majority of customers and employees are black, this could have delivered on the ANC’s mission to replace the apartheid era with a democratic one – in terms of wealth, incomes and power, as well as in terms of voting and civic rights. This edited volume explores all these questions and looks at ways to align corporate forms with economic and social goals. Book excerpt: Since the British withdrew from the subcontinent, nations in the region have been at war with each other. But instead of fighting long-drawnout wars like that between Iran and Iraq, nations of South Asia have sponsored guerrilla armies and armed, trained and equipped them to harass, bleed or embarrass their rivals. The four wars in the region’s post-colonial era were also born out of sponsored guerrilla wars. In 1948 and 1965, Pakistan first tried to have its way in Kashmir by sponsoring irregulars on a large scale and then followed it up with unsuccessful military campaigns aimed at ensuring the state’s secession from India. In 1962, China attacked India not so much over a disputed border or India’s much publicized Forward Policy but essentially in response to what it felt was a joint Indo-US covert effort in Tibet. In 1971 India rounded off its successful sponsorship of the Bengali guerrilla struggle in erstwhile East Pakistan by a speedy military campaign that resulted in the break up of Pakistan. Insurgent Crossfire examines the origins of sponsored insurgencies and how they have shaped South Asia’s tense diplomatic environment. Having done that, it studies the major sponsored guerrilla campaigns in South Asia and then seeks a detailed case study of the phenomenon by focusing on the far eastern slice of the subcontinent. The author argues that this region, with its multitude of tribes and battling ethnicities, has been the most durable theatre of insurgent crossfire – in which nations like India, Pakistan, Bangladesh and China (a major actor in South Asian politics) have backed insurgencies against each other.
