He is bewildered amidst a multitude of books, and perpetually at a loss, as he proceeds, to determine the comparative importance of periods, events, and characters. If he seeks a guide, he is either met by a dry catalogue of authors, arranged with little discrimination, or referred to abridgments and abstracts, as destitute of the soul and substance of history, properly so called, as a skeleton is of the spirit and proportions of a living man. His time is thus lost and his patience exhausted, while he makes scarcely any progress in those acquisitions which it is the design of history to communicate, and by which the mind should be expanded and strengthened at the same time that it is enriched with facts. Professor Smyth has undertaken to remove these obstacles; and, if we may judge by the manner in which his task has been executed in these volumes, it is safe to say that it could not have fallen into more skilful or experienced hands. Book excerpt: Lectures on Modern history by John Emerich Edward Dalberg Acton FELLOW STUDENTS-I look back today to a time before the middle of the century, when I was reading at Edinburgh and fervently wishing to come to this University. At three colleges I applied for admission, and, as things then were, I was refused by all. Here, from the first, I vainly fixed my hopes, and here, in a happier hour, after five-and-forty years, they are at last fulfilled. I desire, first, to speak to you of that which I may reasonably call the Unity of Modern History, as an easy approach to questions necessary to be met on the threshold by any one occupying this place, which my predecessor has made so formidable to me by the reflected lustre of his name. You have often heard it said that Modern History is a subject to which neither beginning nor end can be assigned. No beginning, because the dense web of the fortunes of man is woven without a void; because, in society as in nature, the structure is continuous, and we can trace things back uninterruptedly, until we dimly descry the Declaration of Independence in the forests of Germany. No end, because, on the same principle, history made and history making are scientifically inseparable and separately unmeaning. "Politics," said Sir John Seeley, "are vulgar when they are not liberalised by history, and history fades into mere literature when it loses sight of its relation to practical politics." Everybody perceives the sense in which this is true. For the science of politics is the one science that is deposited by the stream of history, like grains of gold in the sand of a river; and the knowledge of the past, the record of truths revealed by experience, is eminently practical, as an instrument of action and a power that goes to the making of the future #1. In France, such is the weight attached to the study of our own time, that there is an appointed course of contemporary history, with appropriate text-books #2. That is a chair which, in the progressive division of labour by which both science and government prosper #3, may some day be founded in this country. Meantime, we do well to acknowledge the points at which the two epochs diverge. For the contemporary differs from the modern in this, that many of its facts cannot by us be definitely ascertained. Book excerpt: Excerpt from Lectures on Modern History: Delivered in Oxford, 1859 61 I have failed, in spite of the kind assistance of my friends, the Librarian of the Bodleian and the Keeper of the Archives, to trace the real author of what we must allow to have been an enlightened and far-sighted scheme - a scheme which, had it taken effect, might have supplied Parliament and the public service in the last century with highly-trained legislators and statesmen, and perhaps have torn some dark and disastrous pages from our history. It is not likely that the praise is due to the king himself, who, though not without sense and public spirit, was indifferent to intellectual pursuits. Conjecture points to Sir Robert Walpole. That minis ter was at the height of power when the professorship was founded under George I. When the foundation was confirmed under George II., he had just thrust aside the feeble pretensions of Sir Spencer Compton, and gathered the reins of government, for a moment placed in the weak hands of the favorite, again into his own strong and skillful grasp. If Walpole was the real founder - if he even sanctioned the foundation - it is a remarkable testimony from a political leader of a turn of mind prac tical to coarseness, and who had discarded the literary statesmen of the Somers and Halifax school, to the value of high political education as a qualification for the pub lic service. It is also creditable to the memory of a min ister, the reputed father of the system of Parliamentary corruption, that he should have so far anticipated one of the best of modern reforms as to have been willing to devote a large amount of his patronage to merit, and to take that merit on the recommendation of Universities, one of which, at least, was by no means friendly to the crown.
