Book excerpt: Nous analysons à travers le prisme de la théorie de l'équilibre économique général les conséquences de l'ouverture des nouveaux marchés, du type droits d'émission, institués dans le cadre des politiques d'atténuation et d'adaptation au changement climatique. Dans le premier chapitre nous introduisons un cadre théorique pour l'analyse: une economie avec extemalités et rendements croissants. Nous y établissons une formule de l'indice et obtenons comme corollaire l'existence d'équilibres de tarifications générales. Dans le second chapitre, l'ouverture d'un marché de droits apparaît comme une perturbation de cette situation initiale d'équilibre. Nous décrivons alors les évolutions dans les choix des entreprises qui garantissent l'existence d'un équilibre dans l'économie élargie. Dans le troisième chapitre, nous analysons l'influence de l'ouverture du marché de droits sur l'optimalité au sens de Pareto des équilibres de tarification marginale de l'économie. Il s'avère que les Optima de Pareto peuvent être décentralisés grâce au fait qu'en fixant un niveau maximal de pollution, le gouvernement fournit gratuitement à l'économie un bien public consistant en la différence entre ce niveau et la situation prévalant dans le cadre du laissez-faire. Dans le dernier chapitre, nous étendons le problème de décentralisation des Optima de Pareto au cas où les capacités de production prises en compte dans la définition de la notion d'optimalité diffèrent de celles perçues par les entreprises. Ce cadre est élaboré pour rendre compte des anticipations apparemment divergentes des entreprises et des gouvernements sur les conséquences économiques du changement climatique.

Aussi, nous montrons au travers de cette thèse que l'innovation sociale constitue un angle d'approche pertinent. Outre l'intérêt croissant dont elle fait l'objet actuellement, celle-ci permet de mettre l'accent sur le double processus de création et de diffusion de nouveautés, mais également sur la transformation du cadre institutionnel que les acteurs cherchent à impulser. La compréhension du changement institutionnel qui sous-tend l'économie solidaire peut alors se nourrir d'une analyse économique de type institutionnaliste. Cette proposition nous paraît d'autant plus fondée que l'économie solidaire, en tant que champ théorique récent, reste encore largement perçue comme un objet non économique. C'est donc dans cette perspective que s'inscrit cette contribution à l'analyse du changement institutionnel en économie solidaire.
