The promise of education is that it will instruct the people in ways to live long and well, respecting the wisdom of their ancestors and fulfilling their responsibilities in the circle of life. Aboriginal Education documents the significant gains in recent years in fulfilling this promise. It also analyzes the institutional inertia and government policies that continue to get in the way. The contributors to this book emphasize Aboriginal philosophies and priorities in teaching methods, program design, and institutional development. An introductory chapter on policy discourse since 1966 provides a context for considering important achievements and constraints in transforming Aboriginal education into an instrument of self-determination. A number of the chapters are drawn from reports and papers prepared for the Royal Commission on Aboriginal Peoples as background to its 1996 report. They cover a broad range of subjects: educational practice from elementary to post-secondary levels; initiatives in language conservation and communications media; the development of Aboriginal institutions; and policy discourse among Aboriginal, federal, provincial, and territorial bodies. As the authors make clear, Aboriginal education continues to be practised on an intensely political terrain. While governments fund particular Aboriginal initiatives, the homogenizing pressures of a globalizing society are relentless. Political gains in negotiating self-government thus establish the context in which the distinctiveness of Aboriginal education and cultures is sustained. This book is a valuable resource for administrators, educators and students with an interest in Aboriginal issues and educational reform.

This book documents the development of education from the arrival of the first traders and missionaries in the mid-nineteenth century through the creation of the Kativik School Board and the evaluation of its operations by the Nunavik Education Task Force in the 1990s. Nunavik takes a detailed look at the complex debate of the Inuit of Northern Quebec about the purposes, achievements, and failures of the public schools in their communities, the first Inuit-controlled school district in Canada. Participants in these debates included elders who were educated traditionally, their children with a few years of education in mission and government schools, their grandchildren who attended southern high schools or residential schools, and current students and recent graduates of the Kativik schools. Qallunaat (non-Inuit) were also participants, as residents of Nunavik communities, parents of Inuit children, teachers, administrators, and expert consultants. Book excerpt: Currently, both the status quo of public education and the "No Excuses" Reform policies are identical. The reform offers a popular and compelling narrative based on the meritocracy and rugged individualism myths that are supposed to define American idealism. This volume will refute this ideology by proposing Social Context Reform, a term coined by Paul Thomas which argues for educational change within a larger plan to reform social inequity—such as access to health care, food, higher employment, better wages and job security. Since the accountability era in the early 1980s, policy, public discourse, media coverage, and scholarly works have focused primarily on reforming schools themselves. Here, the evidence that school-only reform does not work is combined with a bold argument to expand the discourse and policy surrounding education reform to include how social, school, and classroom reform must work in unison to achieve goals of democracy, equity, and opportunity both in and through public education.
