Book excerpt: In recent years, policy makers have been paying more attention to the problems of small farmers in developing countries with the idea of increasing their pro-duction and standard of living. The policy makers' objec-tives are twofold: I 1 I to help those whose welfare is materially below the rest of society, and 121 to help a coun-try increase its agricultural production. With adequate agricultural policies, these two objectives are mutually reinforcing. For example, increased food production gives farm households additional food for consumption and surpluses for sale. Farmers can then use the money from these sales to buy items they do not produce, and the buyers of farm products benefit from the increased sup-plies.

Available in PDF, EPUB and Kindle. Book excerpt: The Complex Forest systematically examines the theory, processes, and early outcomes of a research and management approach called adaptive collaborative management (ACM). An alternative to positivist approaches to development and conservation that assume predictability in forest management, ACM acknowledges the complexity and unpredictability inherent in any forest community and the importance of developing solutions together with the forest peoples whose lives will be most affected by the outcomes. Building on earlier work that established the importance of flexible, collaborative approaches to sustainable forest management, The Complex Forest describes the work of ACM practitioners facing a broad range of challenges in diverse settings and attempts to identify the conditions under which ACM is most effective. Case studies of ACM in 33 forest sites in 11 countries together with Colfer's systematic comparison of results at each site indicate that human and institutional capabilities have been strengthened. In Zimbabwe, for example, the number of women involved in decisionmaking soared. In Nepal, community members detected and sanctioned dishonest community elites. In Cameroon and Bolivia, learning programs resulted in better conflict management. These are early results, but a wide range of recent research supports Colfer's belief that these new capabilities will eventually contribute to higher incomes and to sustainable improvements in the health of forests and forest peoples. The Complex Forest reinforces calls for change in the way we plan conservation and development programs, away from command-and-control approaches, toward ones that require bureaucratic flexibility and responsiveness, as well as greater local participation in setting priorities and problem solving.

Book excerpt: The formulation of a rural development strategy for any country is an extremely difficult and multi-faceted task, especially so for a country as large and diversified as Indonesia. With its almost two hundred million inhabitants and its island geography, Indonesia presents a particular challenge to efforts aimed at improving the lot of the rural poor. Illustrating again how economic growth in urban areas rarely translates into a decrease in rural poverty, this volume identities the impact of recent changes in the national economy on the rural poor, the interaction between the agricultural sector and the rural population, and patterns of food consumption, nutrition, and health. Drawing on the data and conclusions of thirteen years of IFAD experience in Indonesia, this book also examines the successes and failures of past development efforts and makes tangible, practical recommendations for future programs. Emphasizing that different strategies are required for Java, the other Inner Islands, and for the Outer Islands, the authors highlight the need for greater employment opportunities, greater commodity and regional diversification (in the form of the cultivation of secondary food crops, maintenance and improvement of irrigation, and the construction of roads, among other programmes), and a special emphasis on poor rural women.

Book excerpt: A two-day virtual regional consultation titled “Engaging with Academia and Research Institutions (ARIs) to Support Family Farmers and Food System Transformation During and Post COVID-19 Pandemic in Asia” was held by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Asian Farmers’ Association for Sustainable Rural Development (AFA) from 8–9 December 2021. The consultation was organized in collaboration with United Nations Educational, Scientific and Cultural Organization (UNESCO), International Cooperation Centre of Agricultural Research for Development (CIRAD), Group For Research and Technology Exchanges (GRET), and with technical assistance from FAO Regional Office for Asia and the Pacific (RAP). It was attended by 157 international participants and 51 speakers coming from different academic and research institutions (ARIs), non-governmental organizations (NGOs) and civil society organizations (CSOs), government agencies, and development partners. The regional consultation highlighted the importance of collaboration among ARIs, family farmers’ organizations, government agencies, and development partners in Asia in enhancing the livelihoods of family farmers and developing their capacities to cope with the COVID-19 pandemic through agroecology. This publication compiles the proceedings of the two-day virtual regional consultation and marks an important milestone in initiating a stocktaking of existing initiatives and collaborations between ARIs, inter-government agencies and family farmers’ organizations in the region with a specific focus on agroecology and sustainable food systems.

Available in PDF, EPUB and Kindle. Book excerpt: This book tells the story of an important experiment in international cooperation and inter-university collaboration in educational development. A team of educational and agricultural specialists from the University of Kentucky (called Kenteam in the book) lived and worked in Bogor, Indonesia, from 1957 through 1965. Their purpose—to work with the Agricultural University in Bogor to develop a complete college of agriculture to the level of capability for self-regeneration and growth. Working against a background of political and economic turmoil, Kenteam succeeded in helping the Indonesians build an institution capable of achieving its goals once the restraints of a struggling economy could be removed. This heartening story is replete with sociological insight but free of sociological jargon. Written in a reportorial and evaluative style, the book interweaves ideas of organizational development with close- ups of the interagency and human problems involved, telling an absorbing story of international cooperation in technical assistance. It will be read with interest by Asian specialists and the many people concerned with social change and economic and educational development.
