Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. While historical analysis elucidates that the Thai state has always been an active borrower of western ideas, the perseverance of the 'Thai-ness' discourse has often been used to suggest its so-called independence and idiosyncrasy. Book excerpt: Current knowledge in the field of educational administration has emphasized the role of technology and how it can assist teachers to increase student academic achievement, but there lacks in popularity a familiar and academically-focused framework suitable for principals to assist teachers in their professional role. This research utilized the Principal Instructional Management Rating Scale by Hallinger to (1) identify teachers' demographics, and (2) their perception towards the quality of principal leadership in order to (3) compare these perceptions to teachers' demographic factors, so that a determination might be considered on what areas lack development and what measures could be taken to strengthen them. This study measured teachers' demographics according to age, gender, years of work experience with their principal, as well as the total years of teaching experience at a private Thai high school. The results illustrated that many of the job-functions have a direct impact on others, while the principal's physical presence is key to Developing the School Learning Climate Program, Managing the Instructional Program, and Defining the School Mission. In particular, younger teachers believed their principal to be underperforming and lacking observable leadership skills. The implications demonstrated that the majority of all the ten principal job-functions were comparatively lower than previous studies completed in Western jurisdictions. Since the findings have contributed to the understanding of principal instructional leadership by establishing the negative implications it can have on overall institutional practice.

Knowledge creation and social networking frameworks are used to help understand approaches that higher education institutions in Thailand have used with KM in their day to day operations. The qualitative method is used to explore and understand KM applications within four autonomous universities in Thailand. In-depth interviews were used in this study and the narrative method is used to analyze data. The results of this research were developed from a study of four autonomous universities. The results of the research study findings include the following 1) the four universities have tried to create new knowledge in both tacit knowledge and explicit knowledge. New methods for improving teaching, research, administration, and strategic planning have been created; 2) it is difficult to answer the question of whether the four universities are ready to combine KM with their missions. KM has been successfully applied within various sections and departments. This study also found that there are nine factors that lead to successfully applying KM with Thai universities. These ingredients are comprised of the following: understanding KM meanings; the importance of leadership in KM; the community of practices; tools; incentives and recognition; training programs; learning from other's experience; volunteers; and storytelling; In addition, the four universities also have difficulty when applying KM. The factors that delay KM involve issues of workload and time constraints. Some of the university staff members do not want to share their knowledge if they do not have a problem with their work. Information and knowledge will be installed in staff offices and it is difficult for other university staff members to access it. Information and knowledge will be shared among close friends. Some of the university staff members do not want to take notes and this will impact KM utilization.

The research employed a mixed method with sequential explanatory design. Quantitative analysis employed confirmatory factor analysis and structural equation modeling to define the measurement model. Qualitative research is conducted through an in-depth interview and focus-groups with principals, middle-level leaders, and teachers to elaborates on the quantitative findings and to gain further insight about the relationship of principal leadership and teacher learning. Research results affirmed the role of learning-centered leadership in fostering teacher engagement in professional learning and highlighted teacher trust and teacher agency as the two significant mediators. The study also suggests human resource gap between urban and rural schools. In addition, the research introduces new model of leadership for teacher learning in Thailand, which consists of eight practices: Teacher/Leader collaboration, Open/Supportive environment, Support through various sources/approaches, Internal/External learning opportunities, Coaching/Mentoring program, Teacher research program, Continuous evaluation system, and Cultural competency.
