Book excerpt: This is a new document that specifies why and how our Air Force will provide the capacity and capability for full spectrum Intelligence, Surveillance and Reconnaissance (ISR). It provides the foundation for enabling our air components to joint forces to "out smart" any adversary. This is our overarching plan for integrating people, equipment, processes, and investments to achieve Global Vigilance, Global Reach, and Global Power through cross domain integration of air, space and cyberspace ISR. This strategy sets the conditions to achieve persistent surveillance and improves the integration of information to facilitate decision superiority. It advances Air Force ISR simultaneously as an enabler of tactical forces, as the provider of theater-wide operational level perspectives for joint commanders, and as a strategic lever for national decision makers. It combines our historical advantage of an elevated perspective with the means to achieve insight and foresight to yield a decisive advantage in National Security operations. This strategy charts how USAF ISR can produce desired security effects today and in the future. Pulling the trigger is but one way to defeat our adversaries USAF ISR, while enabling trigger pullers also provides a multitude of additional ways to achieve National Security objectives.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

Book excerpt: Intelligence, surveillance, and reconnaissance (ISR) capabilities have expanded situation awareness for U.S. forces, provided for more precise combat effects, and enabled better decision making both during conflicts and in peacetime, and reliance on ISR capabilities is expected to increase in the future. ISR capabilities are critical to 3 of the 12 Service Core Functions of the U.S. Air Force: namely, Global Integrated ISR (GIISR) and the ISR components of Cyberspace Superiority and Space Superiority, and contribute to all others. In response to a request from the Air Force for ISR and the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council formed the Committee on Examination of the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Capability Planning and Analysis (CP&A) Process. In this report, the committee reviews the current approach to the Air Force corporate planning and programming process for ISR capability generation; examines carious analytical methods, processes, and models for large-scale, complex domains like ISR; and identifies the best practices for the Air Force. In Capability Planning and Analysis to Optimize Air Force Intelligence, Surveillance, and Reconnaissance Investments, the current approach is analyzed and the best practices for the Air Force corporate planning and programming processed for ISR are recommended. This report also recommends improvements and changes to existing analytical tools, methods, roles and responsibilities, and organization and management that would be required to ensure the Air Force corporate planning and programming process for ISR is successful in addressing all Joint, National, and Coalition partner's needs.

Book excerpt: Why hasn't the Air Force placed adequate emphasis on warfighting intelligence at Air University? If it is true that precision strike requires precision intelligence, then an understanding of the application of warfighting intelligence by operational and strategic leaders is critical to the GWOT. So little emphasis has been placed on ISR education that one could surmise the Air Force does not understand what intelligence brings to the fight. This is a visioning problem that AF Intelligence has the power to correct. Air Force Intelligence appears to have several pressing issues to include the inability to fill active duty intelligence officer colonel billets, having few career intelligence general officers, and the lack of new and legacy ISR platforms and systems. Emphasizing ISR at the school houses should be a top strategic priority. Otherwise, the Air Force cannot expect future leaders to understand its application at the operational and strategic levels or to have an understanding of the importance of ISR when decisions are being made for the allocation of scarce recourses.

Book excerpt: The changes in intelligence, surveillance, and reconnaissance (ISR) and processing, exploitation, and dissemination (PED) capabilities over the past two decades have led to ever-increasing demand from warfighters. Commanders, planners, and operators across the U.S. Air Force (USAF) ISR enterprise face difficult decisions about how to best meet ISR needs at the strategic, operational, and tactical levels. Yet USAF currently lacks a consistent, quantitative, empirically grounded method of assessing the value that the service's airborne ISR provides-which is essential to good resourcing decisions. This report presents an approach to ISR assessments that seeks to articulate the costs and benefits of USAF airborne ISR in specific operational contexts. Though aspects of this may be applicable across different USAF ISR organizations, this work focused primarily on the Distributed Common Ground System and the operational theaters it does or could support. The assessment methodology is designed to be flexible enough to support ISR resourcing decisions at different echelons, yet consistent enough to foster feedback, standardize data collections, and make use of empirical analysis methodologies.

Book excerpt: This provocative paper draws upon the U.S. experiences in Iraq and Afghanistan to highlight key lessons for integrating intelligence, surveillance, and reconnaissance (ISR) operations into military campaigns and major operations. The U.S. military's adherence to a Cold War-era collection management doctrine creates obstacles for ISR integration. This system of managing competing requirements as a basis for ISR operations has proven ineffective repeatedly in military operations due to the emphasis on collection statistics that do not account for operational realities. In the Information Age, strategy has never been more difficult or more important. Military campaigning is now a struggle among multiple hyper-connected groups to learn and influence faster than others. Because tactical actions increasingly have strategic consequences, military forces must anticipate how their actions could influence groups and how the actions of others could influence those same groups. Generating relevant intelligence has become increasingly difficult, as the demands for both precise action and force protection multiply. Modern technology simultaneously challenges and enables intelligence, surveillance, and reconnaissance (ISR) operations. It provides a direct connection between analysts and consumers separated by thousands of miles but leads to ever-changing sources and methods for coping with complex operating environments and compressed decision cycles. In the last 10 years, numerous reports have highlighted many obstacles to the integration of ISR in military campaigns and major operations. The root cause of these difficulties is adherence to a centralized Cold War collection management doctrine focused on production rather than goals and objec-tives.4 This Industrial Age paradigm is not agile enough to meet the challenges of military operations in the Information Age. A strategy-oriented approach that balances ISR ends, ways, and means will more effectively meet commanders' needs and expectations.

Book excerpt: Lingel et al. present alternative methods to (1) approach U.S. Air Force intelligence, surveillance, and reconnaissance (ISR) tasking and assessment processes and (2) outline a methodology for assessing the benefits and costs of different ISR employment strategies. The U.S. Air Force greatly increased the number of operational surveillance and reconnaissance sensors and its ability to process data from these sensors in support of operations across a wide range of conflicts. However, along with the increased number of sensors comes an increase in the complexity of the tasking of these assets needed to prosecute either planned for or emergent battlefield targets. As part of the authors' research, they developed new assessment techniques and operational strategies to improve the command and control process for assigning ISR assets in dynamic environments. The authors also suggest tools to assist commanders of ISR assets in their decisions regarding allocating and retasking ISR assets. The report focuses on traditional target sets against adversaries whose behavior is well understood.

This book was released on 2012 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: "There is no crystal ball unveiling the future with perfect accuracy. The USAF must prepare for uncertainty; but it is certain that the future requires global strike capabilities. Effective global strike requires accurate targeting information. Surveillance and reconnaissance conducted in air, space, and cyberspace is the best way to gain this information and turn it into knowledge; all three domains are important, and all are required. In light of increasing technologic change, and fiscal restraints, this paper focuses on the following question: in a severely cost constrained environment, how can the Air Force modernize its existing & emerging assets to perform airborne surveillance and reconnaissance in order to enable global strike in 2035? This paper argues that fiscal realities require a strategy taking advantage of merging new technology on legacy systems. This strategy also requires smart acquisition of new aircraft utilizing game-changing technology such as nanotechnology in order to prepare for the most likely complex adversary scenarios. This is accomplished by addressing current and emerging sensor technology and their different types of collection capabilities. In addition, the different categories of airborne assets that can utilize those sensors, now and in the future are discussed. Those platforms and sensors are then contrasted against likely adversary scenarios to offer a prescription for the USAF. This paper advocates updating existing platforms with new technology rather than designing radically new platforms. The USAF has done this throughout its history, successfully merging legacy systems with emerging technology to accomplish its tasked missions."--Abstract.

Book excerpt: Dr. Greg Zacharias, former Chief Scientist of the United States Air Force (2015-18), explores next steps in autonomous systems (AS) development, fielding, and training. Rapid advances in AS development and artificial intelligence (AI) research will change how we think about machines, whether they are individual vehicle platforms or networked enterprises. The payoff will be considerable, affording the US military significant protection for aviators, greater effectiveness in employment, and unlimited opportunities for novel and disruptive concepts of operations. Autonomous Horizons: The Way Forward identifies issues and makes recommendations for the Air Force to take full advantage of this transformational technology.

Book excerpt: This study uses nontraditional intelligence, surveillance, and reconnaissance (NTISR), now known in tactics, techniques, and procedures as operations reconnaissance, as a case study to increase combat capability across multiple weapon systems within the Air Force. NTISR demonstrates how one capability can flex to bridge gaps across several doctrinal functions and mission sets. It also provides an argument for the development of future technologies within extant fiscal constraints, revealing a requirement to shift the acquisition weight of effort away from traditional niche assets to those that support true multirole capabilities.NTISR is priority number six on the Secretary of the Air Force's (SECAF) ISR review task list. The task list addresses the potential for tactical NTISR capabilities by each platform and includes other possibilities including capabilities not currently in production. While the office of primary responsibility (OPR) is Air Combat Command (ACC), this task supports several other major Air Force commands. The lead agency tasked to develop the NTISR road map is AF/A2 (USAF Deputy Chief of Staff for Intelligence, Surveillance, and Reconnaissance), not AF/A3/5 (USAF Deputy Chief of Staff for Operations, Plans, and Requirements)-- or a combination of the two. Their challenge is to develop a road map that includes potential platform and sensor mixes, requirements for communication pathways, personnel training requirements, and a concept of operations (CONOPS) development. This enormous undertaking is of paramount importance if the Air Force is to truly fulfill its goal of becoming a more agile and responsive force, especially in these fiscally constrained times.Although NTISR is not a new concept to military operations, it formally evolved to fill an operational gap between the available and required ISR capability to hunt SCUDs in Operation Iraqi Freedom (OIF). Because of the low-density/high-demand (LD/HD) nature of traditional ISR platforms, ad hoc means were implemented to provide a gap-fill capability. Various sensors on different aircraft were employed to hunt the mobile SCUDs, from electrooptical/infrared (EO/IR) targeting pods on fighter aircraft to ground moving target indicator (GMTI) and synthetic aperture radar (SAR) systems on the F-15E and B-1 bomber. SCUD hunting was a difficult mission and one that had limited success, but it did prove that traditional niche air assets could successfully flex to support NTISR roles.

Book excerpt: The influence of space power pervades almost every sphere and level of human existence, from politics to military affairs to commercial activities to cultural mind-sets. Yet there is little to be found today in the way of coherent space power doctrine and strategy, particularly in national security circles. To what extent do our national interests rely on space? How shall we defend our interests in space and how shall we deny our adversaries the benefits of space power in time of conflict? How can we control and exploit the space environment? How can we effectively wield space power against the full spectrum of threats -- from the lone terrorist to global peer competitors? What should be our long-range strategy and objectives if our goal is to achieve and maintain long-term space superiority? The purpose of this paper is two fold: first, to illuminate the historical and ever-increasing importance of space in modern society; and second, to prescribe, in view of this importance, the foundations of a strategy for achieving lasting space superiority and ensuring national and world security.
