This is true not only because the peasant represents the major element of European society through the nineteenth century, but also because many of the main issues in modern historical debate can be studied within the sphere of the peasant family. This book deals with the European peasant family during the period of transformation from agrarian to industrial society, the time called by some the period of protoindustrialization. The essays in this volume explore some of the major issues concerning the influence of the economy, society and institutions on the peasant household and, conversely, the influence of the peasant household on the outside world. Themes dealt with include the ways in which the physical environment and the economy may make for very different family structures and even affect intra-family relationships; the effects of inheritance, marriage and kinship strategies, as well as social pressure, on peasant family structure and demography; the debate about changing gender roles and status; the debate over the manner and effects of class formation; questions of social and political agency; the nature of gender and parent-child relations; the validity of protoindustrial theory; and the role of peasants in initiating industrialization as consumers, producers and as a labor force. Previously, working-class girls and boys had labored and trained alongside adults. Concerned about future citizens, lawmakers expanded access to education, regulated child labor, and developed child welfare programs. They directed working-class youths to age-segregated spaces, such as vocational schools or juvenile prisons. With these policies, they distinguished the youthful worker from the adult worker and the juvenile delinquent from the adult criminal. Through their emphasis on age, these policies defined childhood as a universal stage of life. And yet, they also reproduced inequalities in the experience of childhood. In An Age to Work, Miranda Sachs considers the role of the welfare state in reinforcing class and gender-based divisions within childhood. She argues that agents of the welfare state, such as child labor inspectors and social workers, played a crucial role in standardizing the path from childhood to the workforce. By enforcing age-based rules, such as child labor laws, they attempted to protect working class children. But they also policed these chidren's productivity and enforced gender-specific labor practices. An Age to Work also enters the streets and apartments of working-class Paris to examine how the laboring classes envisioned and experienced childhood. Although working-class parents continued to see childhood as a more fluid category, they agreed with state actors that their offspring should grow up to be productive. They too mobilized the welfare state to ensure this outcome. By interrogating these diverse perspectives, An Age to Work reveals that the same sort of welfare system that created social hierarchies in France's colonies reinforced the class system at home.

Book excerpt: The revolutionary boy at the barricades was memorably envisioned in Eugène Delacroix’s painting Liberty Leading the People (1830) and Victor Hugo’s novel Les Misérables (1862). Over the course of the nineteenth century, images of the Paris urchin entered the collective social imaginary as cultural and psychic sites of memory, whether in avant-garde or more conventional visual culture. Visual and literary paradigms of the mythical gamin de Paris were born of recurring political revolutions (1830, 1832, 1848, 1871) and of masculine, bourgeois identity constructions that responded to continuing struggles over visions and fantasies of nationhood. With the destabilization of traditional, patriarchal family models, the diminishing of the father’s symbolic role, and the intensification of the brotherly urchin’s psychosexual relationship with the allegorical motherland, what had initially been socially marginal eventually became symbolically central in classed and gendered inventions and repeated re-inventions of "fraternity," "people," and "nation." Within a fundamentally split conception of "the people," the bohemian boy insurrectionary, an embodiment of freedom, was transformed by ongoing discourses of power and reform, of victimization and agency, into a capitalist entrepreneur, schoolboy, colonizer, and budding military defender of the fatherland. A contested figure of the city became a contradictory emblem of the nation.

The infants were left at state-run homes and were then transferred to rural wet nurses and foster parents. Their chances of survival were slim, but with alterations in state policy, economic and medical development, and changing attitudes toward children and the family, their chances had significantly improved by the end of the century. Rachel Fuchs has drawn on newly discovered archival sources and previously untapped documents of the Paris foundling home in order to depict the actual conditions of abandoned children and to reveal the bureaucratic and political response. This study traces the evolution of French social policy from early attempts to limit welfare to later efforts to increase social programs and influence family life. Abandoned Children illuminates in detail the family life of nineteenth-century French poor. It shows how French social policy with respect to abandoned children sought to create an economically useful and politically neutral underclass out of a segment of the population that might otherwise have been an economic drain and a potential political threat.

Book excerpt: An argument that French adoption policies reflect and enforce the state's notions of gender, parenthood, and citizenship. In May 2013, after months of controversy, France legalized same-sex marriage and adoption by homosexual couples. Obstacles to adoption and parenting equality remain, however—many of them in the form of cultural and political norms reflected and expressed in French adoption policies. In The Politics of Adoption, Bruno Perreau describes the evolution of these policies. In the past thirty years, Perreau explains, political and intellectual life in France have been dominated by debates over how to preserve “Frenchness,” and these debates have driven policy making. Adoption policies, he argues, link adoption to citizenship, reflecting and enforcing the postcolonial state's notions of parenthood, gender, and Frenchness. After reviewing the complex history of adoption, Perreau examines French political debates over adoption, noting, among other things, that intercountry adoptions stirred far less controversy than the difference between the sexes in an adopting couple. He also discusses judicial action on adoption; child welfare agencies as gatekeepers to parenthood (as defined by experts); the approval process from the viewpoints of social workers and applicants; and adoption's link to citizenship, and its use as a metaphor for belonging. Adopting a Foucaultian perspective, Perreau calls the biopolitics of adoption “pastoral”: it manages the individual for the good of the collective “flock”; it considers itself outside politics; and it considers not so much the real behavior of individuals as an allegorical representation of them. His argument sheds new light on American debates on bioethics, identity, and citizenship.
