Book excerpt: "Many young people around the world --- especially the disadvantaged --- are leaving school without the skills they need to thrive in society and find decent jobs. As well as thwarting young people's hopes, these education failures are jeopardizing equitable economic growth and social cohesion, and preventing many countries from reaping the potential benefits of their growing youth populations. The 2012 Education for All Global Monitoring Report examines how skills development programmes can be improved to boost young people's opportunities for decent jobs and better lives."--Publisher's description

The study does not consider the areas of pre-primary, post-secondary, or nonformal education. Financing includes not only monetary inputs to education, but also material, labor, expertise, and land. The study examines the volume, nature, and mechanics of community financing in a range of settings. Policy issues facing governments and those who work with them are presented. Instruments for incentives, guidance, and control of community activities are considered. Specific strategies from different countries are presented and evaluated, along with the importance of monitoring and evaluation. The paper concludes by summarizing the lessons in the context of debate about centralization and decentralization. Sections of the book include: (1) "Communities and Their Characteristics"; (2) "Scale, Motivation, and Nature of Community Financing"; (3) "Mechanics of Community Financing"; (4) "Policy Issues Confronting Governments"; (5) "Government Incentives, Guidance, and Controls"; (6) "Challenges and Risks"; (7) "Monitoring and Evaluation"; and (8) Conclusion. 'At the Crossroads: Choices for Secondary Education in Sub-Saharan Africa' argues the case for broad and equitable access for a basic education cycle of 8 to 10 years, as well as for expanded education and training opportunities. This book provides a timely resource on good practices and potential solutions for developing and sustaining high quality secondary education systems in Africa. It includes the main elements of a roadmap to improve Africa's secondary education systems' response to the demands of growing economies and rapidly changing societies.

Available in PDF, EPUB and Kindle. Book excerpt: With more than two thousand languages spread over its territory, multilingualism is a common reality in Africa. The main official languages of most African countries are Indo-European, in many instances Romance. As they were primarily brought to Africa in the era of colonization, the areas discussed in this volume are thirty-five states that were once ruled by Belgium, France, Italy, Portugal, or Spain, and the African regions still belonging to three of them. Twenty-six states are presented in relation to French, four to Italian, six to Portuguese, and two to Spanish. They are considered in separate chapters according to their sociolinguistic situation, linguistic history, external language policy, linguistic characteristics, and internal language policy. The result is a comprehensive overview of the Romance languages in modern-day Africa. It follows a coherent structure, offers linguistic and sociolinguistic information, and illustrates language contact situations, power relations, as well as the cross-fertilization and mutual enrichment emerging from the interplay of languages and cultures in Africa.

Book excerpt: Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. A number of international bodies and agencies have taken cognisance of these transformations and the demands they impose upon societies and communities of the twenty-first century and have developed and articulated policies intended to enable all citizens of the world in the twenty-first century to face these challenges. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. Realising this, policy-makers across the international arena are grappling with the need to move from systems that emphasise education and training to the radically more unworked construct of lifelong learning. In this volume the editors and authors analyse, criticise, and rework the ideas, principles, and theories underpinning policies and programs of lifelong learning, re-interpreting them in the light of examples of `best practice' found in a range of educating institutions around the world. We believe that students of educational change and community development will find it useful and helpful to have available in this volume some of the most up-to-date thinking on the chief concepts, theories, and values of increasing policy interest in lifelong learning, together with a review of some significant examples of the different forms, focuses, and nexuses of thought and practice on this topic. All this enables us to offer some policy recommendations and practical suggestions as to ways forward in the endeavour to make lifelong learning a reality for all.

Book excerpt: This book draws on evidence from a large number of developing countries to assess the impact of market reforms on the provision of education and health services. The contributors show that approaches that seek merely to pass more of their costs to consumers perform less well than is often claimed and that improved cost-effectiveness of health and education systems requires far more than changes in the sources and mechanisms of obtaining finance.

Book excerpt: School Construction Strategies for Universal Primary Education in Africa' examines the scope of the infrastructure challenge in Sub-Saharan Africa and the constraints to scaling up at an affordable cost. It assesses the experiences of African countries with school planning, school facility designs, and construction techniques, procurement and implementation arrangements over the past thirty years. It reviews the roles of the various actors in the implementation process: central and deconcentrated administrations, local governments, agencies, social funds, NGOs, and local communities. Drawing upon extensive analysis of data from over 200 250 projects sponsored by the World Bank and other donor agencies, the book draws lessons on promising approaches to enable African countries to scale up the facilities required to achieve the EFA goals and MDGs of complete quality primary education for all children at the lowest marginal cost.
