Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book reviews a variety of approaches to the study of the European Union’s foreign policy. Much analysis of EU foreign policy contains theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature of European integration. Such assumptions, when not discussed openly, often curtail debate. This book opens up this field of enquiry so students, observers and analysts of EU foreign policy can review a range of tools and theoretical templates from which the development and the trajectory of the EU’s foreign policy can be studied. Situated at the interface between European studies and international relations, the book outlines how the EU relates to the rest of the world, explaining its effort towards creating a credible, effective and principled foreign, security and defence policy.

Book excerpt: Eighteen articles discuss the leading EU issues and institutional reforms at the end of this century, such as enlargement, security, and monetary union, as well as relations with the US, Russia, and the new World Trade Organization. Although the contents are not exclusively determined by that agenda, the volume was prepared and edited on the eve of and during the early months of the 1996 IGC, which highlighted the struggle between those who seek a more integrated and even a federal Europe and those proposing a looser confederation. Book excerpt: In the final declaration of their 8th conference, the European ministers responsible for migration affairs committed to promoting and protecting the human rights of migrants, with special attention to gender equality and the rights of women; to strengthening dialogue and co-operation between receiving, transit and origin countries, particularly within Europe; and to promoting coherence at all levels (international, national, regional and local) between migration, development and integration policies. The ministers also agreed to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries; to enhance social cohesion by improving the integration of migrants and persons of immigrant background and the re-integration of migrants who return to their countries of origin; and to strengthen the contribution of migrants and persons of immigrant background to development in receiving and origin countries and their involvement in co-development programmes. This report was prepared to support the ministerial debate during the conference. It presents the main aspects and characteristics of migration in the member states of the Council of Europe, analyses policy challenges raised by contemporary migration and identifies an integrated policy agenda.

Book excerpt: Official figures classify some fifty million of the world’s people as 'victims of forced displacement'. Refugees, asylum seekers, disaster victims, the internally displaced and the temporarily tolerated - categories of the excluded proliferate, but many more are left out of count. In the face of this tragedy, humanitarian action increasingly seems the only possible response. On the ground, however, the 'facilities' put in place are more reminiscent of the logic of totalitarianism. In a situation of permanent catastrophe and endless emergency, 'undesirables' are kept apart and out of sight, while the care dispensed is designed to control, filter and confine. How should we interpret the disturbing symbiosis between the hand that cares and the hand that strikes? After seven years of study in the refugee camps, Michel Agier reveals their 'disquieting ambiguity' and stresses the imperative need to take into account forms of improvisation and challenge that are currently transforming the camps, sometimes making them into towns and heralding the emergence of political subjects. A radical critique of the foundations, contexts, and political effects of humanitarian action.

Available in PDF, EPUB and Kindle. Book excerpt: Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul. The Convergence of Civilizations will be an important tool for meeting the current global challenges being faced by nation-states as well as those in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Underlying the protection of human rights in Europe is a complex network of overlapping legal systems - domestic, EU, and ECHR. This book focuses on the potential for conflict to emerge between the systems where rights overlap and interpretations in different courts begin to diverge. From the perspective of EU law, where the interpretation of rights differs national courts are asked to renounce the constitutional scope of protection in favour of the scope defined by the European Court of Justice. This work presents a theory of supranational judicial authority to confront this problem, grounded in an ideal of judicial dialogue. It represents the first attempt to provide a thorough theoretical account of the value of judicial dialogue, and its potential for legitimating judicial decision-making at a supranational level. Combining theoretical rigour with attention to the practicalities of European human rights law, the book will be accessible to a broad readership of legal theorists, EU lawyers and judges involved in building inter-judicial dialogue.

Available in PDF, EPUB and Kindle. Book excerpt: The advent of the euro was a revolution for the 340 million people who exchanged their former currencies – considered a fundamental element of national sovereignty – for this new single currency. Encouraged by some who believe that its introduction gives more cohesion and strength to Europe in an increasingly globalized economy, the euro is criticized by others who believe that the constraints it imposes are a source of austerity and favor northern European countries at the expense of countries in the south. The Future of the Euro Currency traces the evolution of the monetary policy which the European Central Bank instituted at a time when economic, monetary and financial crises were legion. The book presents, as objectively as possible, the advantages and disadvantages of this new currency, while considering the improvements that could promote its durability.
