Available in PDF, EPUB and Kindle.

Book excerpt: Volume V in the acclaimed Real Utopias Project series, edited by Erik Olin Wright. Are there ways that contemporary capitalism can be rendered a dramatically more egalitarian economic system without destroying its productivity and capacity for growth? This book explores two proposals, unconditional basic income and stakeholder grants, that attempt just that. In a system of basic income, as elaborated by Philippe van Parijs, all citizens are given a monthly stipend sufficient to provide them with a no-frills but adequate standard of living. This monthly income is universal rather than means-tested, and it is unconditional - receiving the basic income does not depend upon performing any labor services or satisfying other conditions. It affirms the idea that as a matter of basic rights, no one should live in poverty in an affluent society. In a system of stakeholder grants, as discussed by Bruce Ackerman and Anne Alstott, all citizens upon reaching the age of early adulthood receive a substantial one-time lump-sum grant sufficiently large so that all young adults would be significant wealth holders. Ackerman and Alstott propose that this grant be in the vicinity of $80,000 and be financed by an annual wealth tax of roughly 2 percent. A system of stakeholder grants, they argue, "expresses a fundamental responsibility: every American has an obligation to contribute to a fair starting point for all."

Book excerpt: "A sweeping intellectual history of the welfare state's policy-in-waiting From Thomas More to Thomas Paine, Milton Friedman to Mark Zuckerberg, centuries of public figures have hailed the power of government payments as a tool for advancing social justice. For some advocates, basic income is a moral imperative, a policy with potential to upend structural inequalities; for others, it's a market-friendly version of the welfare state that doesn't constrain capitalism. By appealing differently to different political sensibilities, basic income has persisted in the political imagination for centuries. In this deeply erudite and original work, Anton Jäger and Daniel Zamora offer the first historical examination of basic income as a policy of convenience--and, critically, as an intellectual backstop for the shortcomings of capitalism. With modern origins in works of neoliberals like Friedrich Hayek, basic income was conceived as a form of market-friendly welfare state-a safety net around capitalism that wouldn't impinge on capitalism. Although neoliberals failed to make the idea a reality, they succeeded in seeding a fascination that would permeate all corners of late-century capitalism, from supply-side Democrats to neoclassical economists and barons of Silicon Valley. Basic income, Jäger and Zamora show, is no mere political sideshow. Amid societies' ongoing search for market-friendly utopianism, it may be a policy whose time has finally come"--

Book excerpt: “Powerful as well as highly engaging—a brilliant book.” —Amartya Sen A Times Higher Education Book of the Week It may sound crazy to pay people whether or not they’re working or even looking for work. But the idea of providing an unconditional basic income to everyone, rich or poor, active or inactive, has long been advocated by such major thinkers as Thomas Paine, John Stuart Mill, and John Kenneth Galbraith. Now, with the traditional welfare state creaking under pressure, it has become one of the most widely debated social policy proposals in the world. Basic Income presents the most acute and fullest defense of this radical idea, and makes the case that it is our most realistic hope for addressing economic insecurity and social exclusion. “They have set forth, clearly and comprehensively, what is probably the best case to be made today for this form of economic and social policy.” —Benjamin M. Friedman, New York Review of Books “A rigorous analysis of the many arguments for and against a universal basic income, offering a road map for future researchers.” —Wall Street Journal “What Van Parijs and Vanderborght bring to this topic is a deep understanding, an enduring passion and a disarming optimism.” —Steven Pearlstein, Washington Post

Book excerpt: Bernard Maris was killed in Paris on January 7, 2015, during the terrorist attack against the satirical magazine Charlie Hebdo. He remains one of the most original intellectuals of contemporary France, but despite being a uniquely original heterodox thinker, his international reputation has been compromised by the fact that his writings are inaccessible to non-French speakers. This book remedies that. By providing an overview of Bernard Maris’ life and intellectual trajectory as well as an English translation of an anthology of his most relevant writings, this volume provides the international audience – for the first time ever – the chance to know and understand the contribution of this major heterodox economist. An outstanding and atypical figure in economic thought and a virulent critic of mainstream dominant economics, he was also an all-round actor and thinker of his time. Through rigorous reasoning, he questioned the notion of well-being, which, he argued, is too often conflated with having more. Enslavement by work, or the endless destructive accumulation of natural wealth, is also inherent to the capitalist system. Probably his most original contribution is his epistemological reflection on the very nature of economics and his appraisal of this discipline as a form of rhetoric. This book will be of great interest to readers in heterodox economics, economic methodology, epistemology, and French literature and culture more broadly.

Book excerpt: Persisting unemployment, poverty and social exclusion, labour market flexibility, job insecurity and higher wage inequality, changing patters of work and family life are among the factors that exert pressure on welfare states in Europe. This book explores the potential of an unconditional basic income, without means test or work requirement, to meet the challenges posed by the new social question, compared to policies of subsidized insertion in work. It also assesses the political chances of basic income in various European countries. These themes are highly relevant to policy-makers in the field of labour markets and social security, economists, political philosophers, and a social science audience in general.

Book excerpt: As Canada's social safety net continues to be eroded and the gap between rich and poor in our society continues to grow, it becomes increasingly urgent to confront the problems of poverty in fresh and creative ways. Political scientist François Blais offers a bold new proposal to assist the poorest and most disadvantaged in our society: a guaranteed basic income, or allowance, to be paid to every Canadian citizen. Elaborating on ideas endorsed by two Nobel laureates, Blais outlines how a program might be implemented that would replace the present profusion of social assistance programs with a single, universal benefit. Stimulating and original, Ending Poverty offers an important contribution to the ongoing debate over social justice in this country. Originally published in French as Un revenu garanti pour tous. Translated by Jennifer Hutchison.
