(') (') Les chapitres du droit public s'inscrivent, comme les autres, sans difficulté dans le cadre construit par Mlle Saillant qui porte non pas sur les seules administrations publiques mais plus largement sur le pouvoir politique. (') et il n'est pas interdit de considérer que l'auteur a en réalité traité le sujet suivant: "Le pouvoir politique tel que représenté en droit par l'exorbitance". Et le plan, qui peut dérouter, dès lors que l'auteur affirme dans une première partie que l'exorbitance assure la constitution de la spécificité du pouvoir politique avant de démontrer dans la seconde qu'il constate ladite spécificité (or peut-on à la fois constituer et constater?), n'est nullement contradictoire étant donné que le pouvoir politique évoqué n'est pas exactement le même dans les deux parties, l'une l'étudiant au sens proprement juridique et l'autre dans une perspective plus anthropologique. Le sujet était à peu près impossible à traiter. Pourtant Mlle Saillant est parvenue à le dominer en partant des racines historiques du terme exorbitant pour mettre en évidence l'essence de la spécificité du droit public.
