In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Ayuk is Director of the United Nations University Institute for Natural Resources in Africa in Accra, Ghana, and was formerly a senior program specialist at the International Development Research Centre. The goal of this book is to address the question of whether or not regionalism in developed countries has truly benefited developing countries and to what degree regionalism among developing countries and between developed and developing countries will improve economic development prospects. Mordechai Kreinin and Michael Plummer consider the implications of the emerging global trend of economic regionalism for developing countries. The analysis focuses on the trade and investment effects of integration in developed countries on developing countries, as well as the ramifications of regional integration in the latter. After an extensive review of the theoretical and empirical literature pertinent to the economics of regionalism, the book considers the ex-post trade and direct-foreign-investment effects of the Single Market Program in Europe and NAFTA, followed by chapters on ASEAN and economic integration in Latin America, primarily MERCOSUR. Avec la volonté et l’abnégation il a, parallèlement à ses activités professionnelles, entrepris des études de droit à l’Université Cheikh Anta DIOP de Dakar, de la Capacité au DEA et au DESS. Il s’est par la suite inscrit en Thèse de Doctorat à l’Université d’Aix Marseille III, diplôme qu’il a soutenu avec brio en Juin 2006. Cette brillante Thèse a obtenu le 1er Prix du Droit International Public. L’auteur est médaillé dans l’Ordre National du Mérite de la République du Sénégal. Le présent ouvrage est issu d’une Thèse de Doctorat en Droit, soutenu le 30 Juin 2006 à l’Université d’Aix Marseille III en France. En effet, l’auteur, en observateur averti, a, dans une analyse minutieuse des traités de l’UEMOA et de l’OHADA, procédé à l’étude de la coexistence de ces Organisations dans les espaces économiques de leurs différents Etats-membres. Il a ainsi démontré dans un premier temps la réalité de cette coexistence, tant au niveau des sources du droit, qu’au niveau des systèmes institutionnels. Il a ensuite démontré les manifestations de cette coexistence par l’étude de la dualité des sources juridiques aussi bien originaires que dérivées. Cette dualité des systèmes institutionnels se manifeste également par la consécration d’organes de gestion ainsi que par les organes de contrôle démocratique ou juridictionnel. Dans la deuxième partie de cet ouvrage, Monsieur SARR a préconisé la nécessaire articulation des deux ordres juridiques. Ainsi, tout en reconnaissant qu’il existe une cohérence actuelle dans le fonctionnement des deux ordres juridiques, il n’en a pas moins démontré que cette cohérence est à parfaire en raison d’une certaine concurrence entre les deux ordres juridiques. Il a alors préconisé des solutions idoines qui permettront aux deux Organisations de fonctionner correctement.
