Book excerpt: While the crisis that took place in photojournalism during the 1960's brought about a significant shift in the practices, discourses and institutional structures of press photography, it also affected the practices of artists, specifically with regard to work devoted to revitalizing the depiction of events. The art world attempted to revitalize the historical genre by undertaking its critical rereading, in the spirit of restoring a tradition diminished by the mass media. The problem may be expressed in these terms: How can history be depicted, bearing in mind that the media (mainly photojournalism and the electronic press) have claimed a monopoly of the genre unto themselves? At issue is the sizeable problem of mass media omnipotence as an obligatory referential universe for historiographical artistic practices. Today, it seems impossible to depict the event in any way other than by accentuating or eschewing the formal attributes, rhetorical artifices, and ideological precepts of the mass media. These approaches to addressing historical moments have been examined in this article both because they epitomize contemporary historical writing and, for the most part, they constitute critical responses to stereotyped depictions of events. Above all, they represent a paradigm shift: the mass media's prerogatives for depicting historical moments has shifted towards the field of art. Contemporary depictions of catastrophe - crimes, sensationalist news items, terrorist attacks, humanitarian disasters, genocides - (common themes in many of the artistic projects represented in the 8th edition of the Mois de la Photo a Montreal} have been especially striking in this respect. For of all contemporary events, catastrophes are the most likely to be spontaneously propelled to the top of the news - roster and the most susceptible to the various inflections of contemporary art photography.

The context in which education takes place is nevertheless undergoing major change. Book excerpt: This working paper sheds light on the impact of radio programs on the climate change knowledge of local populations in the Congo Basin. We provide an assessment of the change in knowledge of a rural village in the Congo Basin after inhabitants listened to one of the radio programs that were prepared on climate change. The document also provides potential indicators for result up-scaling. After applying a micro-economic model to a casecontrol experiment, both before and after exposure to one radio program, the results show an increase in knowledge of 22.3% attributable to the radio program. In addition, a series of reactions were recorded from different end users, such as other media, ministries, NGO representatives and researchers, who reacted positively to the broadcasts. We recommend the use of radio programs to increase knowledge and induce behavioral changes with regard to climate change adaptation and mitigation

Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.
