Compte tenu de son succès, le financement participatif était donc au centre des préoccupations du législateur français. Face aux obstacles juridiques qui bloquaient le déploiement de ce mode de financement, une réforme est apparue nécessaire. Celle-ci est intervenue avec l'adoption de l'ordonnance n° 2014-599 du 30 mai 2014. Cette ordonnance est le point d'orgue de la bataille menée par les partisans de ce « miracle financier ». Oscillant entre le souci de sécurisation et celui de l'assouplissement, le nouveau cadre juridique du financement participatif a pour ambition de faire de la France l'État "pionnier" du "crowdfunding" en Europe.
