Dans un premier temps, l'attention portee a la licence de peche montre que la reglementation nationale considere cet acces autorise aux ressources halieutiques comme un droit extrapatrimonial. Ainsi, le choix de maintenir ce caractere permet de realiser la delimitation du marche des ressources halieutiques puisque seuls les titulaires de la licence pourront participer aux echanges marchands. Cependant, la peche etant une activite commerciale dont le renouveau des structures d'exploitation parait imperatif, une solution doit etre proposee pour introduire une certaine economie d'entreprise dans le secteur. En ce sens, et dans un second temps, l'etude de la delivrance et de la patrimonialisation du quota de captures, de cette modalites d'acces mesure aux ressources halieutiques, constitue une evolution souhaitable de l'encadrement juridique du secteur. Une telle patrimonialisation du quota opere repartition du marche des ressources halieutiques entre les exploitants.

The Consultation discussed two working documents presented by the Secretariat. The first was the synthesis of the national reports prepared by the countries, and the second was a proposal for the elements to be considered for the preparation of action plans at national and regional levels. Three Working Groups were created. The Working Group evaluated the document provided by the Secretariat and improved the list of proposed activities. These were also ranked in order of priority at national and regional level and general mechanisms for their implementation were also proposed. The Consultation recommended that the GFCM be the umbrella institution for implementation of the programme of activities identified by the Working Groups.
