The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.

They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Perhaps more relevant, it also exposed that if existing homeland defense vulnerabilities are not appropriately addressed, they will eventually be exploited. The purpose of this paper is to explore the future of National Missile Defense (NMD) as a post 9/11 imperative to a comprehensive homeland defense strategy. It will initially examine NMD policy objectives and its implications to the strategic environment. Examination of the current and future missile threat is offered next, followed by presentation of the Bush administration's layered NMD employment concept and future development strategy. A feasibility assessment of the Bush administration's NMD concept is then considered based on the factors of cost and technological readiness. The author will contend that if it is the fundamental responsibility of our government to provide for the defense of its people, then the decision to withdraw from the Anti-ballistic Missile (ABM) treaty and proactively pursue progressive deployment of a less restricted NMD capability represents coherent and warranted policy. Delaying implementation invites the future exploitation of existing missile defense vulnerabilities. However, our nation must concurrently contend with other clear and present dangers, suggesting prudent limitations to initial NMD options. Complex homeland defense challenges, including the emergence of new and innovative asymmetric threats, will continue to dictate future assessment of our NMD posture.

This was achieved. The Missile Defense Agency (MDA) is charged with developing and deploying a layered Ballistic Missile Defense System (BMDS) in capability blocks to defend the U.S. homeland, deployed forces, friends, and allies. The MDA in concert with USSTRATCOM developed a Warrior Involvement Process (WIP) to give Geographical Combatant Commanders a venue to make known their needs and capability desires. The Department of Defense established the Missile Defense Executive Board to provide executive oversight of BMDS development, acquisition, and procurement. This study examines the current developmental processes and recommends that DoD institute a single development process that includes participation from DoD, Military Services, MDA, USSTRATCOM, and Combatant Commands. Furthermore, research suggests that including allies in the development process would unify the protection stance world-wide. In addition, it would save U.S. costs, and send a clear message to nations seeking to proliferate ballistic missiles.
