Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. Central Banking in Turbulent Times asks whether the model prevailing before the Great Recession has been irrevocably altered. Book excerpt: The essays in this book deal with the appropriateness of "dirty hands" in politics, the widely held view that politics is a dirty business and those who engage in it can’t help but get their hands dirty—Oliver North's self-defense in the aftermath of the Iran-Contra affair is a good example. The book explores the meaning of the term and its implications; whether dirty hands is useful as a description of the way public figures actually behave in crisis and whether it is acceptable as a model for guiding ethical and efficacious conduct. Contributing authors present differing appreciations both of the extent to which there are dirty hands in political decision-making and actions, and of the justifiability of such conduct if and when it presents itself. Defenders of dirty hands make the argument (in various ways) that sometimes cruelty and/or deception are necessary means to achieve a desirable end. The desirable goal may be advancing the greater good or it may mean preventing a considerable evil. On the other hand, there are a variety of strong arguments for rejecting the practice as well as the theoretical justifications of dirty-handed activity. The book presents arguments and analyses pro and con for using normally repugnant methods to advance worthy ends. The dirty hands problem sets ethicists, political theorists, and social philosophers against one another on empirical, logical, and normative grounds, leaving it to readers to form their own views. However, the debate about dirty hands is also directly relevant to the consideration of ethical problems in a more general sense because its ultimate concern—how to act rightly when moral rules point in contradictory directions—can come to the fore in many circumstances in social life. Accordingly, several of the essays address broad moral questions beyond the dilemmas faced by political leaders.

Book excerpt: By modeling pedagogical scenarios as directed geometrical graphs and proposing an associated modeling language, this book describes how rich learning activities, often designed for small classes, can be scaled up for use with thousands of participants. With the vertices of these graphs representing learning activities and the edges capturing the pedagogical relationship between activities, individual, team, and class-wide activities are integrated into a consistent whole. The workflow mechanisms modeled in the graphs enable the construction of scenarios that are richer than those currently implemented in MOOCs. The cognitive states of learners in two consecutive activities feed a transition matrix, which encapsulates the probability of succeeding in the second activity, based on success in the former. This transition matrix is summarized by a numerical value, which is used as the weight of the edge. This pedagogical framework is connected to stochastic models, with the goal of making learning analytics more appealing for data scientists. However, the proposed modeling language is not only useful in learning technologies, it also allows researchers in learning sciences to formally describe the structure of any lesson, from an elementary school lesson with 20 students to an online course with 20,000 participants.
