Cette progression est d'autant plus étonnante que, dans les années 1950, ces pays avaient un niveau de revenu proche de celui de l'Afrique subsaharienne, des institutions souvent défaillantes et des spécialisations primaires fragiles. En outre, la région était déchirée par de nombreux conflits. Ni la géographie, ni l'ouverture de ces économies aux investissements et aux échanges ne suffisent à rendre compte de la dynamique de la région où, hormis Singapour, la qualité de la gouvernante a été médiocre. Aucun miracle n'explique l'essor de l'Asie du Sud-Est qui a tiré parti de sa position de carrefour de la mondialisation parce qu'elle avait engagé les transformations structurelles indispensables au développement. Dans leur diversité, ces expériences offrent des enseignements aux pays d'Afrique, d'Amérique latine ou du Moyen-Orient qui, à partir de conditions initiales similaires, n'ont pas réussi à diversifier leurs économies."
