The second and third sections catalogue the main changes noted in the treatment of foreign direct investment and in the mining legislation of countries in the region. The fourth section contains a review of changes in trade and tax regimes and a comparison of the impact of taxation on investment decisions. The fifth section looks at the policies adopted by countries in the region, which created a favorable environment for foreign investment. The sixth and final section covers the variation in projected exploration costs of mining operators, the effective value of actual investments and the investment projections at the start of the new millennium.

The report concluded that trade patterns are the main factor in determining the supply of transport services, and that where there is a demand for transport, no fundamental shortage of shipping services can be identified. The low level of trade is found to be due to historical reasons, the lack of preferential trade agreements between the two regions, and because their economies do not necessarily complement each other.

An input-output approach is used to estimate the value of production and potential pollution intensity estimates are undertaken using the industrial pollution projection system. The findings show that the aggregate intensity of pollutant emission has decreased for the whole industrial sector, but for the export sector, the pollution intensity has been increasing after trade liberalisation.

Despite comprising the vast majority of the labor force, working-class people represent a small slice of the legislature. Working Class Inclusion examines how the near exclusion of working-class citizens from legislatures affects citizens' evaluations of government. Combining surveys from across Latin America with novel data on legislators' class backgrounds and experiments from Argentina and Mexico, the book demonstrates voters want more workers in office, and when combined with policy representation, the presence of working-class legislators improves citizens' evaluations of government. Absent policy representation, however, workers are met with distrust and backlash. Chapters show citizens have many opportunities to learn about the presence, or absence, of workers; and the relationship between working-class representation and evaluations of government is strongest among citizens who are aware of legislators' class status.
