Book excerpt: The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. This is the question Gregory Weeks poses in his study of Chile from 1990 onward. He explains how the Chilean military has maintained a high level of political influence in the tumultuous aftermath of dictatorial rule by Army General Augusto Pinochet, thus confounding a smooth transition to civilian authority. Even after the reins of power were officially handed over in 1990, Pinochet continued as commander in chief of the army until 1998, when he took a lifetime seat in the Senate and led the military's efforts to retain its legal and constitutional prerogatives while limiting civilian oversight of military affairs. This assertion of guardianship by the military has produced a political tug-of-war between it and civilian authorities the two contenders for political primacy in Chile. In addition to recounting the historical background of this situation, Weeks's study examines where conflict between these two contenders has been most productive and accord has been highest. His findings suggest that formal contacts, conducted through formal institutions, have been the most conducive to civil supremacy and, therefore, the consolidation of democracy. Based on interviews, government documents, military journals, newspapers, and other archival sources, The Military and Politics in Postauthoritarian Chile describes how presidents, military officers, members of Congress, and judges have interacted since the end of the military regime. These historical narratives portray the cultural encounters—the conflicts and alliances, peaceful borrowings and violent seizures—that have characterized the history of the American continents since the colonial period. In the second half of the twentieth century, North and South American readers have witnessed a steady output of novels that revisit moments of cultural confluence as a means of revising national histories. Confluence Narratives proposes that these historical novels, published in such places as Brazil, Argentina, Mexico, the United States, and Canada, make up a key literary genre in the Americas. The genre links the various parts of the hemisphere together through three common historical experiences: colonization, slavery, and immigration. Luciano Tosta demonstrates how numerous texts from the United States, Canada, Spanish America, the Caribbean, and Brazil fall into the genre. The book focuses on four case studies from ethnic groups in the Americas: Amerindians, Afro-descendants, Jewish Americans, and Japanese Americans. Tosta uses the experience of the American nations as a springboard to problematize the concept of the contemporary nation, an identity marked by border-crossings and other experiences of deterritorialization. Based on the exploration of “confluence narratives,” Tosta argues that the “contemporary” nation is not as contemporary as one may think. Informed by postcolonial theory and transnational and ethnic studies, this book offers an important comparative study for and of inter-American literature. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? In this richly detailed study of a decade’s worth of research (2001–2010) on Argentine, Brazilian, and Uruguayan peacekeeping participation, Sotomayor draws upon international socialization theory and civil-military relations to understand how peacekeeping efforts impact participating armed forces. Book excerpt: This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.
