Book excerpt: L'économie circulaire (EC) émerge depuis les années 2000 dans le débat public, en opposition à l'économie linéaire, modèle dominant aux limites économiques et écologiques reconnues. Cette thèse constitue une première confrontation opérationnelle de l'EC à un système socio-écologique dépendant de la pêche, le Pays de la Cornouaille en Bretagne. Le système est délimité dans sa façade maritime avec la pêche côtière, seule considérée comme production locale.L'approche est systémique, multidimensionnelle et dynamique. L'analyse comporte trois volets : le premier sur l'amont du circuit en mer, le deuxième sur l'aval du système à terre et le dernier sur le système complet. Premièrement, le coût caché des rejets est visualisé via une analyse comptable de flux de matière ("Material Flow Cost Accounting" MFCA) adaptée à la pêche, proposé comme outil pertinent pour améliorer la performance économique et environnementale des pêcheurs. Deuxièmement, l'analyse de flux révèle une forte dépendance des activités à terre vis-à-vis des importations et exportations de bioressources halieutiques malgré un apport significatif de la pêche côtière à l'économie locale. Troisièmement, des scenarii sur le sous-système Sardine, du "business as usual" a l'EC, servent à proposer une trajectoire alternative de développement basée sur un "panier" de biens et services territorialises et la construction d'une valeur territoire à partir de ressources halieutiques locales. Pour atteindre cette EC durable, il s'agira d'optimiser l'utilisation des ressources locales et diminuer les externalités négatives, en plus d'aller vers une gouvernance partagée, adaptée à l'échelle du système socio-écologique considéré.

The effects of increased atmospheric carbon dioxide and related climate change on shallow coral reefs are gaining considerable attention for scientific and economic reasons worldwide. Although increased scientific research has improved our understanding of the response of coral reefs to climate change, we still lack key information that can help guide reef management. Research and monitoring of coral reef ecosystems over the past few decades have documented two major threats related to increasing concentrations of atmospheric CO2: (1) increased sea surface temperatures and (2) increased seawater acidity (lower pH). Higher atmospheric CO2 levels have resulted in rising sea surface temperatures and proven to be an acute threat to corals and other reef-dwelling organisms. Short periods (days) of elevated sea surface temperatures by as little as 1–2°C above the normal maximum temperature has led to more frequent and more widespread episodes of coral bleaching-the expulsion of symbiotic algae. A more chronic consequence of increasing atmospheric CO2 is the lowering of pH of surface waters, which affects the rate at which corals and other reef organisms secrete and build their calcium carbonate skeletons. Average pH of the surface ocean has already decreased by an estimated 0.1 unit since preindustrial times, and will continue to decline in concert with rising atmospheric CO2. These climate-related Stressors combined with other direct anthropogenic assaults, such as overfishing and pollution, weaken reef organisms and increase their susceptibility to disease.

However, the biodiversity of the oceans is incre- ingly coming under serious threat from many human activities including overfi- ing, use of destructive fishing methods, pollution and commercial aquaculture. In addition, climate change is already having an impact on some marine ecosystems. This book discusses some of the major threats facing marine ecosystems by cons- ering a range of topics, under chapters discussing biodiversity (Chapter 1), fisheries (Chapter 2), aquaculture (Chapter 3), pollution (Chapter 4) and the impacts of increasing greenhouse gas emissions (Chapter 5). It goes on to explore solutions to the problems by discussing equitable and sustainable management of the oceans (Chapter 6) and protecting marine ecosystems using marine reserves (Chapter 7). Presently, 76% of the oceans are fully or over-exploited with respect to fishing, and many species have been severely depleted. It is abundantly clear that, in general, current fisheries management regimes are to blame for much of the widespread degradation of the oceans. Many policy-makers and scientists now agree that we must adopt a radical new approach to managing the seas – one that is precautionary in nature and has protection of the whole marine ecosystem as its primary objective. This ‘ecosystem-based approach’ is vital if we are to ensure the health of our oceans for future generations.

Book excerpt: In Managing African Portugal, Kesha Fikes shows how the final integration of Portugal’s economic institutions into the European Union (EU) in the late 1990s changed everyday encounters between African migrants and Portuguese citizens. This economic transition is examined through transformations in ideologies of difference enacted in workspaces in Lisbon between the mid-1990s and the early 2000s. Fikes evaluates shifts in racial discourse and considers how both antiracism and racism instantiate proof of Portugal’s European “conversion” and modernization. The ethnographic focus is a former undocumented fish market that at one time employed both Portuguese and Cape Verdean women. Both groups eventually sought work in low-wage professions as maids, nannies, and restaurant-kitchen help. The visibility of poor Portuguese women as domestics was thought to undermine the appearance of Portuguese modernity; by contrast, the association of poor African women with domestic work confirmed it. Fikes argues that we can better understand how Portugal interpreted its economic absorption into the EU by attending to the different directions in which working-poor Portuguese and Cape Verdean women were routed in the mid-1990s and by observing the character of the new work relationships that developed among them. In Managing African Portugal, Fikes pushes for a study of migrant phenomena that considers not only how the enactment of citizenship by the citizen manages the migrant, but also how citizens are simultaneously governed through their uptake and assumption of new EU citizen roles.
